In 2015, Governor Hogan Signed Legislation Providing Greater Flexibility To Public Charter Schools. "During the 2015 legislative session, the governor introduced and championed legislation to improve and expand public charter schools in Maryland for the first time in nearly a decade. Governor Hogan’s Proposal Establishes The Maryland Public Charter School Authority, An Independent Statewide Public Charter School Authorizer. “The Maryland Public Charter School Authority, established under § 9–103 of this title; or A county board… There is a Maryland Public Charter School Authority in the State. The Authority is an independent unit in the Executive Branch of State Government. The democrats who control the MD State House will not go for this. Since the 40' and the 50's they have been blocking schoolhouse doors for minority students. The modern version will be to not pass this Act. They know the only way for them to be elected is to always have an underclass that is dependent on the government. It's very unfortunate that the majority of minorities haven't figured out the democrats game they are playing with them and how they are using them for votes. To democrats minorities aren't human. They are votes.
