Bailey, Julius and Howard, Karl-Louis
Incident: Possession of Marijuana with the Intent to Distribute
Date of Incident: 28 June 2016
Location: U.S. 13 Northbound, Salisbury, MD
Suspect:
Julius R. Bailey, 26, Philadelphia, PA
Karl-Louis A. Howard, 28, Philadelphia, PA
Narrative: On 28 June 2016 at 4:08 PM a deputy stopped a vehicle operated by Julius Bailey after clocking Bailey at 100 mph on the U.S. 13 Bypass. Upon approaching the vehicle Bailey was operating, the deputy detected the odor of marijuana emanating from the interior of that vehicle. During a subsequent search the deputy discovered what was identified as marijuana hidden behind the dashboard. Also discovered hidden with the marijuana was a bottle of what would be identified as codeine. Due to the amount of marijuana seized and the manner it was packaged indicated intent at distribution.
During the encounter, the deputy would also discover that Bailey’s passenger, Karl-Louis Howard, provided a false identity supported by a fraudulent PA driver’s license.
The deputy also determined that Bailey was driving the vehicle without a valid license.
The deputy placed both Bailey and Howard under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Bailey was detained by the Commissioner in lieu of $50,000.00 bond. Howard was released by the District Court Commissioner pending a future trial date.
