It would appear that in Worcester county and probably the Peoples Republic of MD, if you are a passenger in a vehicle, you must produce ID (papers). Walking down the street too?

If you are a wanted individual and the lawman recognizes you it does not matter where you are at or whether you are a passenger or driver in a vehicle it is the officers job to take you in.
