All the war medals and coin got stolen by the black guy with the pipe wrench while everyone else was watching the paper get unrolled.

Time capsules are generally left in place a lot longer than sixty years. 100 years is usually the minimum.
10:48 maybe they knew someone had stolen the coins and other good stuff out of it, and wanted to make sure.
