A Baltimore City Council committee voted Wednesday night to confirm Kevin Davis as police commissioner, despite protests that briefly delayed the hearing.
Demonstrators are upset about the way police treat protesters.
Davis carries some baggage in his quest to become commissioner.
Civil court records indicate back in 1994 Mark Kendell Spann, a White House intern at the time, complained that Davis, then a Prince George's County police officer, cuffed, threw him to the ground and smashed his face against the sidewalk without explanation.

Anyone in P.G. County should have their face smashed against the sidewalk , always 2 sides to the story , they are all crooks.
This guy has had experience in P.G. County , that alone is a shoe in for the position. This is Americas worse crime and crooked area .
Look at the stats.,
