The initiative, which was a joint partnership of the Delaware State Police and the New Castle County Police, took place on Thursday, June 11, 2015 and Friday, June 12, 2015, and targeted the areas of Route 9 (New Castle Avenue) and US Rt. 13 (N. DuPont Highway) in New Castle.
These areas were targeted in response to numerous citizen complaints of prostitution and other quality of life crimes that have been occurring and focused on prostitutes and the men who patronized them.

any man with a fat wallet is appealing to a woman
Set parameters with health requirements, ares and times of operation and then tax the hell out of it! It will never be stopped but it can be regulated and taxed!
