Philadelphia police officers were responsible for 400 civilian shootings over the last seven years, according to a new report from the Department of Justice.
The report also found that there was “an undercurrent of significant strife between the community” and the police.

This report looked at the number of times Philadelphia police officers shot someone between 2007 and 2013, finding nearly 400 such incidents over that seven-year span. Fifty-nine unarmed people were fatally shot over this period, and half of the unarmed people were shot because the officer saw something (like a cellphone) or some action (like a person pulling at the waist of their pants) and misidentified it as a threat, the report states.

If I (or you) shoot and kill someone who SCARED us, or made us "fearful", that would be a mere footnote in the no bond, life without parole process "we, the people" would endure.
FIFTY-NINE unarmed citizens were killed. That's about a citizen a month for 5 years.

Didn't see a mention about whether cops and victims were in physical conflict at the time.
In fairness, each of the 'unarmed' celebrity victims of the past couple of years across the country have been in physical altercation immediately before their death.

OMG. kops are that much of wimps that someone hollers at them and they shoot them?
They need remedial traing number way to low. I have been to filthadelphia. Cops should be required to shoot at least twenty a month. Maybe put some type of point sytem on it.
