It's a House of Delegates license plate that he and Jan get on their cars.
It gets them a get out of jail free card 30 before and 30 days after the general assembly is in session.

I ask was his wife there because she just had major hip and knee surgery and can barley walk. She has a handicap tag hanger.
If she wasn't there then shame on him.

My daughter is in a wheel chair and drives. If she saw this she would have parked behind him and called the cops. She's done it before, real embarrassing for the violator.
