INCIDENT Possession of Marihuana, Possession of Drug Paraphernalia
BRIEF NARRATIVE: On the above date and time, a vehicle operated by Charles Herbert Spence, 41, of Preston Md., was stopped by a Trooper for a speeding violation. Upon contacting Spence the Trooper detected a strong odor of marihuana coming from within the vehicle. A probable cause search of the vehicle was conducted and Spence was arrested and charged with possession of marihuana and drug paraphernalia. Spence was released and is awaiting a trial date.
