O'Malley Forms Panel On Developmental Disabilities

Governor Martin O'Malley has created a commission to help law enforcers and others better respond to incidents involving people with intellectual and developmental disabilities.

O'Malley issued an executive order creating the Maryland Commission for Effective Community Inclusion of Individuals with Intellectual and Developmental Disabilities on Tuesday.

O'Malley said in a statement that he created the panel partly in response to the death in January of a man with Down syndrome after a struggle with three off-duty deputies in Frederick. O'Malley met with Ethan Saylor's family earlier this month.

In this particular case the developmental disabilities were most evident in the POLICE that murdered this young man.

No, this was an overweight adult with the mind of a child. This kid should never been in the theater with a chaperon who could not control him. I'm not saying the police are innocent but neither are the parents and caretaker.

How about the Police sit out in their Patrol Car until the designated authorized person regains control.

That order should exclude the police from responding to issues involving special needs individuals.There was no choice here because the deputies were working in the theater.However,it is now clear that the police are requested to respond for the sole purpose of being a scapegoat in the event of injury or death.

How to cope with special needs individuals should not be included in police training.The caretaker was heard threatening the individual with the police,saying"if you don't behave yourself the police will come and take you to jail".Saylor was amped up before they even arrived.

The man was punching on glass windows, yelling and cursing. Caregiver called mother who told her to leave him and go and get the car and he would get in it or something along those lines. Caregiver then called another of his caregivers. I can't remember what advice that caregiver gave her. Evidently he was prone to these violent outbursts.
One of my first jobs while in school was at a group home for the developmental disabled. We would have never ever been permitted to take a resident to the not only loud but violent movie this man was allowed to see. This tends to escalate those behaviours.

3:05....perfectly logical cop reasoning. Citizens who criticize murder and mayhem by the people who have, and use, the authority to kill us are always someone who has been "charged" or "ticketed". TOTAL BS! When someone sees a cop yank an eighty year old woman out of car for yelling (!) at him, then body slams her, face first, into the pavement (on video), one doesn't have to be venting about a speeding ticket to think that is strong arm Nazi BS. Those damn video's. Or when a subject is in handcuffs in the interrogation room and a cop turns the video off for a few minutes and when its turned back on, the subject is a bloody mess, no other motive than outrage is, to say the least, justified. Your self image is delusionally distorted.
