Unless Delaware intends to find this man a residence,they need to re classify homelessness.A homeless person cannot provide a fixed address by current law.Therefore,asking the public to BOLO this person is absurd.Delaware needs to make the homeless status an acceptable address.Of course he needs to check in first.
