Ukrainian Rutgers student arrested taking two IEDs into New York just a week before Boston Marathon bombing
Mykyta Panasenko, 27, was arrested in Hoboken, New Jersey on April 7 aboard a New York-bound train. He was carrying two improvised explosive devices, according to police.

According to John Kerry, the foreign students are afraid to come to USA. Maybe, just maybe, it's because they know THEIR FRIENDS ARE HERE PLANNING ATTACKS ON AMERICA.
the IEDs were for self protection due to strict handgun laws in t he area or he knew he couldn't pass a good background check... either way just self protection.
