Yes, Daddio because the way their "constitution" or whatever they call it was written the "Parliament" has the final say so. This so called Parliament was elected but very few Libyans bothered to even vote because the "candidates" were pretty much choosen and were not representative of the people. Libya was secular under Qadaffi and most if not all the "candidates" were Sharia intent. It is a hugh mess as is Egypt and the citizens are suffering because they were as close to a democracy as ever as far as laws were concerned as long as you weren't an Islamic Extremist. Under Mubarak and Qadaffi they had no rights.
