Back in January, JCPenney dove head-first into its rebranding efforts by announcing it would get rid of nearly all of its short-term sales in favor of marking down everything by 40% all the time. So did they actually follow through on their promise?

i don't believe they did. also i don't like their "new" way of advertising with these periodic "catalogs". not good...
J. C. Penney's is about the olny place left to buy decent men's clothing.
The only place I shop.
They sure did. AFTER they marked everything UP by 70%.
