So close to the ocean, how did that happen? why didn't they dump it at sea?
The pilot didn't "dump" it as sea because it crashed on takeoff.

It crashed shortly after takeoff. But in your defense they probably had little to no control to make it to ocean.
At least they dumped the fuel before they crashed or it would have been much worse.
