Salisbury Police Press Release

On November 20, 2010 at approximately 7:00 pm, Officers of the Salisbury Police received a call to respond to a residence on the five hundred (500) block of Georgia Avenue for the report of a domestic altercation involving a firearm. Upon arrival the officers met with a female resident and her current boyfriend, below listed suspect # 1. Witnesses advised the officers that while at the residence, the female’s ex husband responded to the residence and became involved in an altercation with the female. The ex-husband, identified as 34 year old Eladio Mendez of Woodbridge, Virginia forced entry into the residence and struck suspect # 1 with a screwdriver. Suspect # 1 produced a shotgun and fired the shotgun at Mendez as Mendez exited the residence, hitting him in the rear leg area. Mendez fled from the scene and responded to the Peninsula Regional Medical Center for treatment. Mendez remains in the hospital, in stable condition. Salisbury detectives obtained a warrant for suspect # 1 and placed him under arrest. The firearm was recovered and this investigation is continuing.

On November 20, 2010 at approximately 1:52 am, Officers of the Salisbury Police received a call to respond to the area of the Fountains Lagoon bar for the report of an assault. Upon arrival the officers located an adult male victim lying in the parking lot of the business. Witnesses to the assault advised the officers that the below listed suspect had become involved in an argument with the victim inside of the bar. The argument escalated and resulted in the suspect striking the victim, knocking him to the ground, then kicking the victim. The officers searched the area and located the suspect walking in the area of Tilghman Road. A routine records check of the suspect revealed that the suspect was also wanted on an outstanding Circuit Court bench warrant.

On November 21, 2010 at approximately 12:08 am, Officers of the Salisbury Police were on routine patrol in the area of Rt. 13 and Bateman Street and conducted a traffic stop on a vehicle operated by the below listed suspect for a traffic violation. During the stop, the officers detected the scent of suspected marijuana emanating from the vehicle. The driver was checked and was found to be in possession of a bag of suspected marijuana.

ARRESTED: Karl Ben Choupa, 26 years of age
Germantown, Maryland
CHARGES: Possession of marijuana
Possession of CDS/paraphernalia
DISPOSITION: Released to Central Booking

On November 21, 2010 at approximately 11:41 am, Officers of the Salisbury Police were on routine patrol in the area of W. Isabella Street and U.S. Rt. 50 and conducted a traffic stop on a vehicle operated by the below listed suspect for traffic violations. During the traffic stop the suspect provided false identification information. The officers were able to positively identify the suspect and found that the suspect was driving without a license. The suspect was arrested and during a search of the suspect, incident to arrest the officers located a quantity of suspected marijuana.

On November 21, 2010 at approximately 4:39 pm, Officers of the Salisbury Police arrested the below listed suspect on an outstanding arrest warrant obtained by Salisbury Detectives for an armed robbery that occurred on October 24, 2010. On that date, the suspect was involved in the armed robbery of a food delivery person at an apartment on Emory Court.

maybe i missed it, but on the forced entry, how is the guy who made forced entry, assaulted the current boyfriend not charged, and the guy who defends himself gets attempted murder 1 and attempted murder 2? maybe the details are missing something, just sounds like a weird charge?

Seriously ? They just charged a guy who was sitting in his girlfriends house with attempted murder because the ex boyfriend broke in and hit him with a weapon. So he shot him in the leg, and the guy ran. Now he is under arrest for being struck in the face while minding his business in his grils own residence. Salisbury police are as incompetent as those running the city.

I'm not say that the guy was wrongly charged, but the rule of thumb is to NEVER shoot somebody from behind. Shooting somebody from behind indicates that the intruder or "victim" in this case base on the gunshot wound is perceived as running away and is considered defenseless. What you need to do is tell them to stop or you'll shoot. Get them to turn around and then blast the intruder in the FRONT of their leg if he is outside of the house, but if the intruder is inside then you shoot to kill-center mass! BUT NEVER SHOOT AN INTRUDER FROM BEHIND WHETHER HE IS IN YOUR HOME OR NOT! If you do, you're the criminal and not him!

he was in no danger as the victim was LEAVING.

just wanted to say that at the lagoon ... my friend was the one whom was attacked by vincent ,, and there was no heated arguement between the two at all... there was other incidents going on but vincent was not a part of these he just felt the need to be violent.. as he is well known for doing in the past ... thanks for getting him!

Oh and NEVER aim for the leg, deadly force is supposed to be deadly. Center mass is the target.

The gentleman who is charged with murder is also a single father of two of the cutest and sweetest boys. I hope someone is taking care of the children while this whole fiasco gets cleared up.
