Mrs. Barbara Duncan will be relocating from Yonkers, NY where she served as Chief of Police for the City of Mount Vernon Police Department since 2008. The City of Mount Vernon is the third most densely populated city in New York State. It shares a border with Bronx County in New York City.
Mrs. Duncan is qualified and motivated with skills developed over a 21 year career in law enforcement with 14 of those years in the executive leadership level.
Since 1989 she served as a police officer for the City of Mount Vernon and created and implemented a Bicycle Patrol Unit, served as patrol Sergeant with overlapping duties to Organized Crime/ Internal Affairs.
Mrs. Duncan was instrumental in creating the Citizen Police Academy. She created a physical fitness component for the Probationary Police Officer in-house training segment. She also restructured and enhanced the department’s firearms training program by transitioning from static line firing to reality-based training. In 2003 she started out as Sergeant and then as Lieutenant and Executive Officer of the Support Services Division which included the oversight and management of all records, budget development, resources procurement, zoning, evidence, prisoner processing, animal shelter management, taxi regulations and physical plant maintenance. Just prior to becoming Chief of Police Mrs. Duncan was Captain and Commanding Officer of the Special Operations Division which included the administration of Internal Affairs and Community Outreach.
Mrs. Duncan has a vested interest in the Delmarva Peninsula because her siblings reside in Berlin, Maryland and Dover, Delaware where Mrs. Duncan grew up. She spent her young adult years in Ocean City, Maryland and looks forward to returning to the area to raise her young family.
Graduating with honors from Mercy College in Dobbs Ferry, NY, Mrs. Duncan obtained a Degree in Criminal Justice in 1988. In 1996 Mrs. Duncan graduated from Pace University School of Law in White Plains, NY with a Juris Doctorate.
"I am confident that with Chief Duncan, the Safe Streets Coalition, the Crime Task Force, the Neighborhood Associations, and the Safe Streets Legislative Package, we can continue to lower the crime rate and move forward together." Mayor Ireton said.

She sounds more than qualified for this position. More so than any other person 'in house'. I except we will see big changes in crime numbers as well as overall performance in the city police dept.

While the new chief has good credentials and experience,suggesting the ability to do the job, it's interesting that the city's last chief came from a police force in a big county and this one comes from a big city. At least this one has been a chief before coming here.

Congradulations Salisbury, you now have a qualified and able police chief. The differences b't this one and the other "big city" chief is that the last one was from internal affairs and not well liked or respected. He only had desk and administration experience and we see how that worked out. I can personally attest to this as I have family and friends in the Balto County police force at all levels. Salisbury was warned about Webster before he was hired, but it fell on deaf ears.
A new start for Salisbury with a new fire and police chief. Please give them both a warm welcome and help in anyway you can.
I am sure that Ms. Duncan is well-qualified and will serve us with distinction. However, am I dreaming, or did Mayor Ireton say when he appointed Ivan Barkley as interim chief: "You can serve as long as you want." What a disservice to Acting Chief Barkley.
Giver her a chance--she sounds like she has great experience. SOmetimes you do need to bring in fresh blood so that old allegiences/alliances don't affect decision making.
Will she live in the city? OR drive down each from upper delaware like the public works director?

That is the dumbest comment I have ever heard. You people just don't learn from your mistakes do you.
Look what happened to Jim Ireton when we thought we were getting fresh blood. He jumped right in bed with the enemy, Pick and Chambers. Now Ireton is the enemy and has betrayed all of his supporters.
I am greatful to Mr. Barkley for his long-term commitment and service to the City of Salisbury. He should be reconized for that. I think the people of Salisbury should be grateful and appreciative for his time spent with the department.

she may do well with the position but Ivan was liked by all, and it would be great to see barbara promote Ivan to Second in charge of the dept since he has done such a good job so far and i think it will give the officers a sense of relief knowing he is still a major roll in the command staff because one of the command staff members needs to be dropped back a notch.
Joe, maybe folks will be friendlier if you mentioned she grew up in Dover and worked on the Ocean City Police force at one time.

Since Ireton lied and stuck it to Barkley and the council didn't even get to vote on him at least they got someone originally from Delmarva with a solid background.
I wonder if Ireton didn't put Barkley forward to spare his new buddies like "Sister Shanie" from having to publicly say no to Barkley.
The way Ireton treats his friends Cohen and Campbell I'm guessing he went to the Dark Side. From what I hear he's treated most of his old friends pretty shabby.

Well I hope God watches over us all. I pray she has a great career here in Salisbury. Ivan is a great person. I am sure he will take this in stride and continue to do his job. Salisbury City officers did an outstanding job on supporting one of their own. I must say I was impressed and it gave me new respect for them. It takes guts to stand for what one believes these days. The vast majority of you stood by one of your own. You can not teach that either you have it or you dont.
Mayor Liar-ton is a huge disapointment. All I can say is he better learn to keep his word. At the end of the day all we have is our integrity and honor.

i see she was turned down in gaithersburg in july .I am curious to what choice salisbury is . Her second or third or fourth. She leaves mount vernon with escalting murders just like salisbury .Hell one girl was found dead in the police warehouse building parking .I do not expect any thing out of this pick.Why do we not pick a local canidate who really knows salisbury.

I think Gary Baker would be a great Chief! This is just another way of Ireton trying to be "first" at doing something to draw attention to himself. I wish her well, but I believe she got the job because she is the "first" female to be Chief and Ireton wanted credit for that. I really do think Baker or even MArk Tyler would really be a good fit. Hope she doesn't go "first" to "worst". Good Luck Salisbury.
