Incident: Theft
Date of Incident: 15 December 2009
Location: West Zion Road, Salisbury, MD
Suspect:
1. Shamar A. Brown, 18, Salisbury, MD
2. Juvenile Female. 17, Salisbury, MD

Narrative:
On 15 December 2009 at 10:34 AM, a deputy from the WCSO responded to a reported accident involving a motor scooter on West Zion Road. Upon the arrival of the deputy, it was learned that two individuals, Shamar Brown and a 17 YOA female were riding the scooter on West Zion Rd when they lost control. Further investigation revealed that the scooter had been stolen the previous day from an employee at Wicomico High School.

Both Brown and the juvenile were placed under arrest. Brown was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Brown was released by the Commissioner on Personal Recognizance. The juvenile was released to a parent pending formal action by the Department of Juvenile Services.

Charges: Theft

I dont understand why the courts dont start to make their guardians,partners held accountable also. They are raising the assses.
