Regardless of what ACORN did, the way that congress went about this might turn around and slap them in the face. It's against the constitution for congress to pass any legislation punishing an individual or organization, so they had to leave the bill broadly worded, saying that any company or organization that receives federal funds that has committed fraud is no longer eligible to get those funds.
As of yet no court has found ACORN guilty of fraud, however 10 out of the top 10 private defense contractors for the government have been found guilty in court of fraud.
