As Barrie Tilghman rides the verge of becoming “history” of the worst kind for the City of Salisbury, stuff is beginning to leak big time. A copy of these documents recently surfaced.
Hopefully, the City has the contractor’s Performance Bond that the State required for its special financing and has not waived any warranty of performance obligations under the contract with O/Brien & Gere.
Despite Barrie’s promise to disclose full details about the problems at the WWTP in the first week of April, she has not yet done so. Of course that would have been before the election, but it occurred over 10 days ago.
Barrie’s silence is deafening. Perhaps she will come clean at the City Council meeting on Monday.

The Mare's silence on this subject speaks volumes.
The article of her last days in office she's still touting the WWTP as an acomplishment. Denile is NOT a river in Eygpt!
Barrie:
I'll be watching the change of command ceremony tomorrow (Monday), so please tell us the whole story, not just that you are responsible and it's 99% in compliance. That stuff has worn thin.
