"Attention: Law Enforcement Agencies
We, the residents of Chestnut Manor Apartments I &II located on 800 E. Chestnut Street Delmar, Maryland 21875 have a serious drug infested problem within the complex. This problem has been on going for quite sometime and the Delmar Police Department has been informed and nothing has been done about it. The problem is so bad that the property manager can’t get any cooperation from the local police department. It’s funny how the police can patrol the area at night , but can’t do anything about the drug dealers that live in the complex. We observed Friday night (1/9/09) the volume of traffic going into building 200, apartment #201. There was so many people going in and out of the apartment, we thought it might have been Halloween. There were cars parked everywhere and people dashing in and dashing out. Also, there was lots of foot traffic as well from building 200 to 400. The building 600 and 1100 has drug trafficking as well. We are concerned about the safety of the elderly and disabled residents that live on the property. We fear that if something is not done about this problem, Chestnut Manor will be like Pemberton Manor in Salisbury. The residents would suggest, if possible, more police patrol or a substation. We feel that this is a serious problem so we are mailing this letter to the following agencies: Sheriff Mike Lewis, Maryland State Police- Comm. Lt. Daniel Nelson, State’s Attorney Office- Davis Ruark, Delmar Police Dept.- Chief Harold Saylor and Rural Development- Marlene Elliott Brown. Maybe if all the agencies gather their resources and put them together something can be done about this problem. Citizens are told to report crime and drug activity and this is what this letter is intended for. Thank you for your time and consideration.

This what you get from a small town police. The crime there has outgrown the ideals and practices of the Delmar Police that have worked for the last 50 years. Lets face it Delmar is not what it use to be. Its time for some new ideas. Hey Sheriff Lewis, send some people to Delmar we voted for you also.
When citizens reach out like this why isn't something done? The citizens want their area cleaned up from the drug infestation, why won't the police do something? What good does it do to report things you see and know about when no one responds? And shortage of police is NOT an answer. It has been 4 months for pete sake. What can citizens do if police are not going to respond? Police never need to wonder why citizens have guns.
I actually help someone move from there recently because of the distibution of durgs in the apartments.

We've been working an undercover operation in that area for six months now. However, to address your concerns I will now provide you with a complete update so you can feel good about the police department and be assured you local PD is indeed responsive to the crime problems in the area. I'll also provide you with the names and physical descriptors of our undercover officers, as well as resident informants, working this operation. You see, compromising an ongoing investigation is secondary to putting a citizens mind at peace. I understand completely how you would think if you can't see the police, then they must not be there.

If 9:38 is truly the Police Chief, he should be fired for being a complete a**. What an arogant jerk. I had a different complaint a few months ago, and if they had a decent operation I wouldn't have gone to the state and sheriff's office. I just bypassed them.
No... He's not the real chief... The real chief would tell you that the officer investigating it is on vacation and won't be back for a few weeks so that crime has been put on hold for a while.....

That problem is in Salisbury too! There were (not sure if they still are because we moved out) herion dealers in the BrookridgeII townhouses. I contacted the city police, narcotics task force and even the Mayor (I know what a waste of time talking to her!) Nothing was done. They were very open about it, carrying in their scales out in the open. Traffic was non-stop. We finally got sick and tired and moved out. It is very frustrating and I hope that you can get some satisfaction!
Has any one heard anything about the apartments on West Road, across from the old Campbell Soup Factory? I think they are called Westbrook Commons. They seem nice, but didn't know if they had any trouble there. I know someone who wants to move there but like I said, we haven't heard anything about them, like crime, drugs, disturbances. Feedback would be much appreciated!
What do you expect from section 8 housing. There was a girl living in the 400 building for $4 a month.
Delmar doesn't even have enough officers to put a sub-station in there. If they did it would be unmanned.
Anon 9:38 AM, that was funny!! But, a good point. They may have UC's in there working and a though investigation doesn't happen in a week. They take many months.

You people absolutely amaze me. Everyone wants to complain about the police not doing something when they want immediate satisfaction. Major cases (such as drug distribution) take time to build. And sorry to burst your bubble, but "you" seeing someone carrying "drugs" into an apartment, is NOT going to satisfy a judge for a search warrant. Last time I checked, the Constitution said you cannot just go into someone elses house. Everyone wants the police to do this and that, until it's time to pay for it, then it's all about budget cuts and tax caps. Do you even realize that some nights there are only TWO deputies patroling this ENTIRE COUNTY!! And the State Police is not much better. So as for the drug traffic, as another writer said, What the HELL did you expect in Section 8 housing? Get a real job and pay for housing like the rest of the productive citizens do. And don't tell me "I'm retired boo hoo boo hoo." You should've planned ahead better. And one more thing, the next time you need the police, try writing another one of your little letters instead of calling 911.

12:47 Come on man, lighten up on the citizenry. They're on the outside of law enforcement looking in, just like you're on the outside of police management looking in. Yet line cops are the biggest cry babies I've ever met when it comes to what management is or isn't doing.
I'm wondering if 12:47 can explain how a retired person could have planned for this economic disaster? He better hope his fund's balance hasn't been destroyed by the stock market's plunger to the point the retirement plan has more money going then it does coming in. That may result in a reduction of future payouts. But then again, he should see that coming if it does occur.
I am thankful that I have a place to live and a place that I can call home. Even though I live in a Section 8 complex, some of the apartments aren't subsidized and I pay market rent.

first of all it is time for delmar to get a working chief of police. hal saylor does not lead his officers. for the last twenty years his main concern has been hunting. he's got enough time to retire....so find a young go-getter who wants to be chief and make sure that chestnut manor is his focus. crime is out of control in every town on the shore. but leaders must lead when times get tough, thats why they get paid the big bucks. finally, the task force does lengthy investigations that require time and patience, however, if immediate results are what you want then you have to arrest the users as they exit the complex...good patrol officers can do that...and when the dealer has no one to sell to...he leaves. get a new chief will be a good start.
Yep, that's Delmar PD for ya. I still don't understand the comment about seeing the police patrol the area. I never see them patrolling at night and I've looked for them!
If you go by the Dept. at night, you will find the one or two on duty in the back of the dept. watching tv, not patrolling!
And they constantly complain they don't make enough money.

I'll tell you this, there have been drug problems on East East St. in Delmar as far back as I can remember. Now, the police dept. is right close but Delmar STILL has a drug problem on East East?
Delmar PD doesn't WANT to get rid of the drugs in Delmar! Makes you wonder how many officers are on the take. I know I've suspected one of them for a long time.
If you want ACTION by Delmar PD, you need to contact the Chief, contact the Town Mgr., contact the Mayors, IN WRITING!
Then go to a town meeting and raise holy hell. You MIGHT get some action then. Oh, and invite Joe to cover it.
the current problem in delmar can be handled by getting a chief that wants to work. hal saylor has only cared about hunting for the last twenty years. and you will not find him there at night or on a weekend. you need a young go-getter for a chief that will put on a uniform and come in and lead his men. as far as chestnut manor is concerned, if you want immediate results have the new chief and his men conduct a sting that targets the user. trust me after three or four arrests from the same apartment you have enough pc for a search warrant. the guys at wintf will be more that happy to help write and execute the warrant. good leaders lead no matter the odds...

WBI has had to take care of two calls to service for DelmarPD on one call they had no officers to take the call and the other call they just could not handle but a rookie cop could have
Joe, Please Post! Delmarva Inn was hit last by several law enforcement police officers that I could see from my apartment near by. They need to go back, they did not get the main suspects that were needed to clean that place out. 2 children have already almost lost there lives to the drug infested hole that these owners are running out of here. Middle stairway first room on right as well as third room are the experiment rooms. They are designated for the thugs to do the drugs and after they are done, they leave and go to their individual rooms. This is no joke nor no game, these kids are killing themselves. I personally watched the police officers pull up and the kids scrambled every where handing off drugs and pipes in all directions. It's so sad. Please can someone keep this going until we see another Overdose death come from those apartments. Please MSP, WCSO, DPD please bring this place down.

P.S. there are also 2 small children that wonder in these rooms, 2nd floor exit sign, 2 doors to the left of it. Just check for yourself.
Delmarva Inn apparently is being allowed to operate without a business license.
According to meeting records from the town, the MD Commissioners voted not to renew their license.
But why are they still operating?
The powers that be, including the police in Delmar don't give a sh&t about Delmar. They're all there for the paycheck it seems!
These kinds of incidents may be easily solved if the right tactics are applied.
The combination of uniformed as well as non-uniformed officers could easily solve issues such as these.
While not trying to get involved in the "New Chief" debate, it may be the new or unskilled officers patrolling the area. Not every police officer is skilled in combating these type of problems. Some are proficient in traffic enforcement, school resource, canine handling, and/or simply be a high profile deterrant to the average citizen. The real problem is that those involved in the illegal use and distribution of drugs are not the average citizen. An intelligent and aggressive style of enforcement is needed for problems such as these and there are few officers in the Wicomico County area equipped to handle these type of problems.
In reference to the use of under cover officers in that complex, they are not there because unless you actually were to rent an apartment these people would not blend, b ut why would you need to.
From the limited information that has been already included in this thread there is more than enough to perform what law enforcement would label as a "Knock and Talk". This is a tactic where annoymous information may be used to initiate contact with the residents and/or subjects. Once contact has been made the case may be further utilizing the officers knowledge coupled with his/her finess.
Ultimatley, even if initially no one is arrested, when properly performed it allows citizens to remain annonymous while scaring those involved to move locations. If they continue it provides further information that will allow for a search and seizure warrant to be issued for the residence.
Office manaagement is just as much to blam here they have residents residing there paying low rent,working for cash,giving false information; and renewal of their lease is a given, i took the mananger court documents verifing that a minor child which was on a residents lease was not in there custody and had not been for at least 3 years,this was around 2002 to this day that resident still resides in the chestnut manor apartments rent was under 20 amonth
this allows for druggies to maintain in the complex because why get a JOB when they can make enough in one day selling there drugs to pay all there subsidizied bills for a month or more!!!!!!!!!!!! Single workingmom
allmost 5 months now ,five people out here seen a drug deal happen. last night around 7.oclock pm. but no one had called the police.its taking a long time for someone to put a stop to this.we know thing take time to be done right. but come on now. this is getting old now
