"I read the article in The Daily Times reporting the announcement by Salisbury Mayor Barrie Parsons Tilghman that she will not run for re-election. In that article, she was quoted about what she considers her accomplishments, one of which was ridding the city of the then-chief of police because of corruption.
To my knowledge, that police chief was never investigated, never indicted nor was he convicted of any wrongdoing. That police chief genuinely searched out the criminal element in our community to protect all of us. Prior to becoming a city police officer, he served his country in Vietnam and was awarded the Silver Star, together with other awards, for bravery.
It disturbs me immensely that an exiting mayor would continue to cast a shadow over the life of a deceased, dedicated public servant and highly decorated soldier. I would think the mayor would end her political career listing the positive things she accomplished rather than leaving with such negative comments and with little civility.
The Editorial Board continues -- I assume with the approval of Executive Editor Greg Bassett -- to parrot the mayor's listing of her accomplishments. The editorial of Monday, Dec. 15, further denigrated the reputation and life of Chief Coulbourn Dykes and I find this to be a low ebb for The Daily Times. I don't understand why the newspaper continues to print articles to the detriment of this man's life and continues to hurt his family and friends. I suggest to the Editorial Board that it ascend to a higher plane in its efforts to inform the public.

Chief Dykes was great for the city of Salisbury. He was proud to wear his uniform. The lowlife that calls himself the chief now is a joke to the title. Maybe thats why he won't wear a uniform.
Chief Dykes was the ultimate professional. His initiatives formed the SPD into an elite police force. He was straight forward and did not accept failure. Perfection and a higher standard was his guiding light and he usually hit those marks. His dedication to this country and this City were unmatched. I appreciate his service and what he stood for and will never forget him. Thank you Chief Dykes.
If the wife of Chief Dykes decides
to sue that bitch , she will certainly get my support!

The corruption that he was accused/involved in was the sale of SPD confiscated vehicles (drug seizures, etc). There was alot of evidence that the vehicles were sold to good-ole-boys instead of to the highest bidder. One of the good-ole-boys involved was also convicted of insurance related fraud and theft around the same time.

Chief Dykes was the man. The state that his department is in now is deplorable. Dirty building, banged up patrol cars being driven, weeds in the sidewalk etc,etc,etc. If it was the good old boy network? Guess what? it got things done. Who cares if a drug dealers car was sold to whoever, the money was used to build the range, buy equipment, training and so forth. Chief Dykes continued what Chief Payne did by expanding the department, updating technoligy, new building. What has the current clown done for the department and the citizens of salisbury NOTHING. God rest Chief Dykes sole and his accomplisments.
Joe (10:14), I am not talking shit; I am simple stating what info was brought forth about the sale of these vehicles. It was called corruption, but that is open to interpretation.
The buyers are a matter of public record (MVA) and at the time, there was/were police officers and others who claimed they offered MUCH more for the vehicles than they were sold for. Remember, sale prices are listed on the MVA records (taxes). The vehicles were not auctioned, they were sold to good-ole-boys. 10:29 knows who the main one was.
I am not saying anything about the cheif that has not already been said in public, and reported by news agencies.
Going back to yout original post; I am simply reminding you and others about what prompted the mare to claim corruption. I am not claiming it, I am simply stating what she claimed im press releases.
I am not bashing the cheif or anyone involved. I am not repeating anything that was not common knowledge at the time. I am also not saying that any of it was true, or correct. I am simply repeating info from several years ago that was released after an investigation.
And Joe, I'll give you a million guesses about who I am if you are so interested. Joe, you don't know everything, and if you dont like people posting, you should make it a monologue and comment on your own comments. Oh, I guess you already do that.
I only wish the Mayor would remain in office long enough to see past sheriff Hunter Nelms fall from greatness. She should be applauded for doing what nobody else had the guts to do and that is take on the task of exposing what really happened at the DRILL Academy. The good old boys locally were ever so happy to sweep that under the rug to protect one of their own. Thanks Mayor Tilghman.
Ya'll talk a lot of trash now that Coulbourne is dead and gone. I'll bet my last dollar none of you would have talked this to his face. Coulbourne may have been one of the good ole boys, hard not to be when your entire family is born and raised here, everyone knows you, your family and your secrets. Set that aside and look at the performance while he was in office. His officers were proud of themselves and SPD.
Coulbourne Dykes being a good ole boy stood in his aunts living room with a warrant for his cousins arrest. His cousin, Mike Donoway was shiftless, lazy and no count but he was still family. He told his aunt he was going to find him, the only thing she asked of him was that he didn't kill him when he did. Coulbourne found him, down south, brought him back and put him in jail. If the man will put his own family in jail you know he was not going to kiss Barrie Tilghmans ass or any other part of her.
Let the man rest in peace. What he did, he did. What he was accused of has yet to be proven. Barrie Tilghman screams corruption because she knows it all to well. She is the epitome of all things corrupt in this once fine city. I can't wait until election day. It will be liberation day for the entire county.

The author of this post is right. The Daily Grime has published ever one of Barrie's "allegations" without getting to the truth of it, not once. Like her accusations against Tim Spies. The Times is a muckraking rag.
If Dykes had been guilty of REAL corruption, the Barrie sold the city down the tubes by not having him prosecuted. So obviously, he didn't do anything "wrong enough."
Let's talk about Barrie's special deals for HER friends, her Good Ole Boy network. Just Monday night, watching PAC14, I heard how she broke ANOTHER law by not getting a plan to the council on time.
So, she ought to shut her hypocritical mouth about Colbourne Dykes. I wasn't afraid to walk down my street when he was Chief.
Bless you, sir, and ignore that horrid, mean-spirited woman who even in this season, can't go out of office with any grace. Just like that sour, bitter, mean Mike Dunn, another one who could not exit gracefully...or even totally.

I worked for Chief Dykes years ago and this I can say from experience, above all else he was a true LEADER. Back then, you wore the SPD uniform with pride. Dykes lead by example, showing up at 6:00am every morning. Also, nobody, I mean nobody, screwed with his people. There were no outside influences from anybody, including the mayor, running his agency. One thing about Coulbourne, you knew where you stood with him. If you were wrong, you faced the consequences, but if you were right, he stood right beside you. Can't say that for the person running the agency now. It's a shame to see what SPD was, and what it is now.
Could the way our D.A. has been letting the criminals go left and right have some influence on the way the spd has been (or not)doing their jobs? Work ethics are like little balls of pooh. They always run down hill.
Have to agree with the majority here and repeat myself by saying that it is disgraceful to have so many people rip on the late Chief Dykes. Salisbury was certainly safer to live in when he was in charge of SPD.
I knew Chief Dykes to be a kind,caring man that had a genuine concern for every person he came in contact with. His love of this country was matched only by his love for the City he served with pride and by standing at the front where great leaders stand to lead! I miss him dearly and the current City government can take the conduct and realize that "“God has numbered the days of your kingdom and has finished it. . . . you have been weighed in the balances and have been found deficient. . . . your kingdom has been divided...”

My mom had the honor to work with Chief Dykes when we were little and he was as good and honorable as they come! People bashing him, obviously, never knew the man.
Barry Tilghman is a repugnant low life for bashing a deceased man who could clean up the city better from his grave than what she has done in the past ten years! May God have mercy on your soul, Barry. You are pathetic...go crawl under a rock somewhere else already!
