Theft Scheme At Bank Of Hebron

Two Employees of the Bank of Hebron were issued Criminal Summons yesterday, Kimberly Yvonne Shaver, 40, Sharptown, MD. and Kari Anne Wilkins, 32, Sharptown, MD...

The Wicomico County Sheriif's Department was called into the Bank of Hebron in Sharptown, MD. yesterday. The Bank had discovered they had uncovered a "theft scheme" that had been perpetrated by the above employees at the Sharptown Branch. The Officials from the Bank advised that they had discovered during an audit of the Sharptown Branch that the vault was missing over $10,000.00.

The Bank Officials conducted an internal investigation at the Branch and determined that employees Kimberly Shaver and Kari Wilkins had taken the money from the vault. It was also learned that the theft took place over the course of several months from December 2007 to April 2008.

The investigating Deputy charged both Shaver and Wilkins on a "Criminal Summons" with conducting a Theft Scheme over $500.00. Both Shaver and Wilkins signed the Criminal Summons at the Wicomico County Sheriff's Office on April 21, 2008.

On a personal note, you know what, I'm not even going to say it. I'll leave it for comments.

Holy Crap is all I have to say, I know one of those ladies. I have to say I used to think that I was never surprised by anything but I am surely surprised at this one. I really don't even know what to say but how does that money go missing and no one else catch it? Sounds like the whole mess with Ray Lewis, not enough checks and balances (no pun intended)

Wait just a minute here. Ray Lewis walked, no bond. These two women walked, no bond. Joe, didn't you get a $50k bond on you with the Zoo and a $5k bond just recently for your signature? I'd say its time to hire some new Commissioners. The Good Old Boys are alive and well in Wicomico County.

THE COMMISSIONERS ARE UNTOUCHABLE,JUST LIKE ELLIOTT NESS WAS.THEY ARE PART OF THE CRIMINAL JUSTICE SYSTEM WITHIN THE COURT SYSTEM.THE ONLY WAY TO SUE THEM IS ON A PERSONAL BASIS.GOOD LUCK.

Coming from a law enforcements standpoint, the reason that this occurred is becuase this is the first time that either of these ladies have had any type of run-ins with the law. Mr Albero was charged with other crimes in the past and therefor, he received a bond. Its a shame the way the commissioners do things, but it is what it is. I sometimes scratch my head and wonder what they are thinking, but keep in mind. These commissioners are simply people that walk in off the street, no college degree, they do have a criteria such as a backround and complaince test, then a law profieciency test and go to a training seminar to be a commissioner. Yes it helps them when they have a degree in criminal justice...but most dont and its not requiered. I once locked up the same guy 3 times in 48 hours. Talk about getting mad about doing your job. It angers me to no end when I see the same criminals out on our streets time in and time again after they committ the same crimes over and over and over again. Waste of time, money and waste of our air.

That is absolutely incorrect. A $50,000.00 bond was placed on me. That is why THAT commissioner was removed from any more City/Zoo cases and or me personally, forever.

Keep in mind that a bond is mainly set on someone fleeing the area and not showing up for trial. I am the owner of 17 properties, a Family and a Business. The risk of someone like me running and not showing up for a trial is just as risky as let's say, Ray Lewis.

There is a theft involved here as well as the other cases mention. I had no such record, ever!

I'm afraid this is only the beginning. A weak economy threatens all our safety. It undermines rational thinking. We are faced with an economy driven by fuel prices, a staggering 59% higher than last year, that many have nevered witnessed. There are record breaking bankruptcies, house foreclosurers, and job losses. Expect the worst!

I think the MOST interesting part is the contrast between a person who filed the wrong paper with a real estate settlement (which typically involves more than 150 pages these days) and someone, a trusted employee, actively stealing from an FDIC institution. One gets a warrant and is arrested, the other has an opportunity to respond to a summons.

I have it on a good source that full restitution has been paid to the Bank...possibly the reason for no bond??? the fact that this activity was discovered is proof that the checks and balances in place at financial institutions do in fact work. Sometimes good people do bad things.

Joe, there are quite a lot of things i could say about the county commissioners in Wico, but i will hold my comments. I sure would like to know the one who put the bond on you. Just initials will do. Man, as ya said if somebody wuz gonna run, it sure as hell wouldn't be you. And it does seem that theft is NO longer a crime in wico co. Hell, barrie & her cronies set the standards.

Anon 12:12 If you are actually in law enforcement you should go back and proof read what you write . If you are as bad at enforcing the law as what you have written , this is most likely why the commissioner turned your criminal loose ! I for one am dismayed at why bonds were not posted for these people . I believe they are bigger flight risk than Mr. Albero . Its just goes to show you how screwed up our system really is .

How come the Village of Tony Tank Creek theft is being kept low keyed with over $220,000.00 missing and no names basically mentioned but yet here are two women that their name is all over the news? Sounds like some favoritsm going on. The man in the Village can steal but these women are reprimanded immedidately.
The police dont seem to want to get involved in the Village theft for some reason. Any thought to that?

I have no doubts that white collar crimes are abundant here. 'Bout time we start locking them up, or better yet drop them off in downtown Baghdad with no passport or identification, and shirts with a nice big target on them.

The police must have the solid evidence. Hear say don't mean chit and if their attorney told them to stay tight lipped and he'll make a mint. Chances are eventually someone will spill the beans, however the police still need solid evidence.

Can the attorney be investigated for obstruction of justice? I understand lawyer client privilege, but this is money stolen from a whole community, I would also assume many are older or just plain elderly, the easiest victims for picking their pockets. If they won't cooperate with authority's then they deserve no money restitution and a nice fat attorney fee to boot.

Speaking of the Village of Tony Tank Creek...As to date, the residents are still out their $220,000.00 that I am aware of. Restitution can only be done when a police will even take the report and from what I understand, they wont even take a report on it. So whats the next move? The Sheriff's office wont get involved because its out of their jurisdiction. Yet the Sheriff Dept shows up to take a report on these ladies - am I missing something? I think the Village is under lots of turmoil with their Board Members. I would boot ALL of them and start fresh!

I myself work at bank, not Hebron and I know that our practices are weekly audits on the vault and complete branch audits monthly. I just can not believe that there were no audits done on a more regualr basis. If you are off $5.01 from a draw or vault, an audit is conducted on that draw by a supervisor. I always say that people who think that they can steal from a bank are crazy.

Anon7:16 I never claimed to have more than a 5Th grade education. With that said I would expect one of our high and mighty (roflmao) law enforcement officers to at least be better spelling . As far as I'm concerned he showed his ass with the comment he made to begin with. The whole point was our system is to say the least skewed in the wrong direction. If you really look hard at this whole issue with Joe you have to admit someone did some string pulling trying to cast a cloud over Joe. I have to say I am happy to see Joe is out there doing what he does with this blog. Just try and get the info he has posted on here from The Tilghman Times.

It's funny you mention that. You see, to prove the additional abuse by that commissioner, they refused to allow me to go HOME! Their orders demanded that one bond was posted, I could not return to my Delaware Residence, even though I was right over the line. Once presented to a Judge the very next morning, they realized just how nuts that demand was and agreed someone knew someone and that demand was immediately reversed.

Again, I own multiple properties in Maryland and am/was no flight risk. Nice try though.

I cant believe you were treated the way you were treated. Ok - the Village of Tony Tank thief cant be investigated because their attorney is telling the residents to keep quiet. Yet, you are treated like a criminal and the Village of Tony Tank guy who stole over $220,000.00 is treated like a king! What gives?
The women also were given special attention
at the Bank it seems.

Theft is not considered a crime by some people. It's just another game of chance to see if you can get away with it. Some people like to gamble whether it's Russian roulette, embezzlement, robbery, rape, etc.They like the high they get when playing the game and the pleasure derived until they get caught.

I always thought the right thing to do in business was to be honest and truthful. However, the more I read what's been going on in business this past several months, I wonder why I am trying so hard to do the right thing and to be honest with the public. It seems the ones who steal from others think that is okay - unless they are caught. From what I am reading, even if they are caught, so what. They will be treated like one of the good ole boys and all charges will be dismissed/dropped. I cant wait to move away from this County -

In regards to the bond, the one woman-Wilkins- has had charges filed back in 2/2006 for second degree assault and malicious destruction of property. They did a nolle pros on each charge. So why did she not have to go through the bail system or the other lady? Theft is theft.

Please stop trying to be intelligent because it is very clear that you are not.... You have no idea of what my connection is to law enforcement. But trust me on this if I was in law enforcement I would do my job to protect your sorry ass but I would not like it. Maybe you are so sour with law enforcement because when they come to visit you it is usually for complaints and not social visits!!

This is not the first theif at HSB. Another one was sentenced in February:

Jail Term:15 Yrs
Suspended Term: 10 Yrs
UnSuspended Term: 5 Yrs

She is sitting in Jessup. Over $100,000 involved in this case.

Seems that either the employess have a reason to believe it will be easy to get away with or that HSB needs to use some better auditing tools.

Both cases went on for months when it seems that they should have been noticed quicker.

I hope the Shorebirds take a long hard look at who they have counting their money.

Sad to think that one of these women works 3 jobs and still has to steal. Must not manage her money very well.

I will be locking my crap up since both live in our nice little small town.

I realize that everyone has their right to an opinion or observation. However, we do not know, even though no excuss, what was happening in these people lives, nor why they did it. But, to judge someone else is a sin. Judge less ye be judged. Secondly, what about their families. Even though I am most sure they were shocked liked the rest of the communities they are dissapointed more than you can possibly imagine and to have to keep hearing and or reading about this over and over again has got to be takeing its toll on them. What would you do or how would you feel if this directly happened to you or someone else in your family. These are not bad human beings for the most part. They just screwed up and will have to pay their dues one way or another. So, Dont forgive them, Dont accept them for what they did just show their familes and friends some respect.

Wilkins has always been like this. She was dealing drugs back in the 90's and let her husband take the fall for it then cheated on him while he was in prison with her current husband. I know this from a very reliable source. She's been arrested for all that crap in 06 and now she steals a lot of money from her job and she is still free?! wtf? It's sad.
