Each year hundreds of thousands of taxpayer dollars go into the pocket of Salisbury City Attorney Paul Wilber. Last night, Mayor Barrie Tilghman's "council leadership" added tens of thousands to the budget for Mr. Wilber's pocket.
Where does all that money go? The taxpayers will never know.
Why? It seems that every document that comes from Mr. Wilber's office is stamped "Privileged and Confidential". Whenever a member of the public wants to find out about one of Wilber's opinions they are denied. Whenever Coucilwomen Campbell or Cohen want to discuss it, they are denied.
At Monday's meeting Debbie Campbell made an excellent point that the public should know how their money is being spent. Now remember, we're not talking about items that are protected by the open meetings law. Taxpayers aren't allowed to find out how a large percentage of city legal expenditures are being spent.
Instead, Barrie Tilghman simply pays out a great deal of tax money into the "Paul Wilber Welfare Fund".

Wilber answered every question with " I think" preceeding his
answer. He is a lawyer , he is paid to know, not " I think".
What a sad situation the city is in
with this kind of legal help!!
In my job I have frequent dealings with "the city" and have had occasion to interact with Mr. Wilbur and his work. So far I have been very unimpressed. He IS wishy washy, and often takes a position one day and another, contradictory position the next. He not only, IMO, wastes the City's money but he also wastes our money because we must react accordingly. I've dealt with many lawyers over the years and again, IMO, he's amongst the worst.

You're wrong. Lawyers are also supposed to think, and usually first, before they speak.
That leaves us with the worst choice for legal representation and a really bad choice for our financial representation, then there is the drunken mayor. No wonder people work so hard to get awards for this city, it's the only way to convince outsiders what a great place Salisbury USED to be. All the awards in the world won't change the problems in Salisbury. The only thing that will change the business as usual attitude is to VOTE THEM OUT. In Smiths case THROW HER OUT.
last year we apportioned mr. wilbur an even greater "salary". seems to me it was around 325,000. i remember, he got a sizable raise.
The only raise Wilbur deserves would come from lifts in his shoes. Fire that lowlife and hire a full time staff attorney. Pay a staff attorney $175 - 200k annually and you'll at least get your money's worth. The opinion rendered by Judge Davis said it all. Paul Wilbur has written legislation to provide protections to the slumlords not the homeowners.
Since there is no further monies for him will he quit? Will the ghetto developers now have to find someone else to write their legislation for them?

The money is used to subsidize Mr Cornflakes representing Dr. Daffy in suits against local bloggers.
That meeting lastnight should convince everyone that amjor changes in the city administration are a must and as soon as possible.
When the mayor first came on board, she fired the only good lawyer the city has had, Bob Eaton, as I recall. We should have been awake to her games then, but we weren't?

For the kind of money Wilbur is making as counsel for the city in addition to what he makes in private practice as a partner in a law firm he is bringing in a tidy sum. Seems to me that if the city's legal needs are taking up so much time and money, then how well are his private clients being served. No wait--I think the real question is how well are we(the city) being served? I hope the private clients feel they are getting what they pay for, because I can damn well tell you he comes across as inept and clueless on PAC14. Hell Brenda Colgrove does a better job than he does. The city needs an attorney just working for the city. It needs to be a budgeted amount--period.

Brenda Colgrove practically is the lawyer for the city, what I don't understand about her is how she can sit back and watch the fraud going on and not have a little pang or two of conscience--she MUST know all the dirty secrets. Why doesn't she come forward or at least give the info anonymously? Must be compensated pretty well somehow. Come on, do the right thing!

Do not underestimate attorney Paul Wilber. He is smarter than most of you. He even knows how to set up his Swiss bank accounts.I heard the interest rates were better in Switzerland.It would be a nice place to retire too.
Richard Insley, the scumbag head of the Housing Appeals Board, is also an attorney, isn't he?

Its interesting that a lot of the lawyers are landlords/slumlords. So I am sure Paul Wilber is not the only attorney making bid dollars. After all, they seem to be living in pretty luxurious homes and driving expensive cars . I am in the wrong business. Many are the good ole boys from around here that are making out big time.
Richard Insley is not a lawyer. He couldn't even figure out what "hearsay" is in any of the hearings he held. He's about as sharp as a well worn tack.
If you're going to talk trash about someone you barely know, you should probably spell his name right. It's WilbEr not WilbUr. You guys should probably get a hobby.
