CITY HIRES NEW DIRECTOR OF FINANCE

Mayor Barrie P. Tilghman is pleased to announce the appointment of Ms. Pamela Oland as the City’s new Director of Finance. Ms. Oland will replace John Cawley who retired January 27, 2006.

Ms. Oland is a Certified Public Accountant with many years of experience in senior level, financial positions. She has a wealth of experience in the areas of accounting and auditing in the private sector. Most recently Ms. Oland was employed as a Senior Internal Auditor with Perdue Farms, Inc. Prior to that, she worked as Vice President of Finance with Megellan Health Services. She began her professional career with the accounting firm of Arthur Anderson. She worked for this firm for five years, progressing to Experienced Senior Accountant.

Ms. Oland is a graduate of the Wharton School of Business of the University of Pennsylvania, with a Bachelor’s of Science in Economics, and is also a Member of the Association of Healthcare Internal Auditors. She is a native of Pennsylvania and has been living in the Salisbury area for more than a year.

As Director of Finance, Ms. Orland will be responsible for overseeing the accounting and financial functions of the City, including utility billing, accounts payable and accounts receivable, payroll, and investments. She will serve as the Chief Financial Advisor for the City Administrator, Mayor and the City Council.

The big question for YOU is, How's She Working For Ya? Yet Barrie said NO ONE will be fired.

I'll close with, do NOT forget that Barrie Tilghman was ONE step away from increasing the Water and Sewer Rates because of a shortfall in that Department. At the 11th hour they/we found $8,500,000.00 in that account and the Mayor rescinded the increase. NOW the Mayor stalled all the information to Council Members extremely late and was successful in a 14% tax increase while also making sure Council Members could NOT access Department Heads without her permission.

Yeah, I'd say there's a LOT more here than meets the eye and you know what, we need Kenny Beck back! At least he was good enough to dig through these kind of stories in the MSM and expose them for what they are. Greg Latshaw did a fine job with his article but like everyone else before him, he's catching on to what's really going on, meaning he too will be relocated very soon.

Pam Oland being a LICENSED CPA should be reported. John Picks excuse they didn't know doesn't hold water. A CPA should KNOW. How did she obtain and hold her license if she doesn't know basic accounting principles. I don't care if she is working in a governmental field, accounting is still accounting. The principles are the same. You post to the general ledger.

Bottom line. Her license needs to be pulled. She must be removed before any further damage is done.

Download and file your complaint today. She knew these items were sitting by not being posted or adjusted. She's a CPA for goodness sake. If she didn't know, that is all the more reason she needs to be removed and her license rescinded.

I should add,

The water hike the COUNCIL rescinded, after the majority voted for it on incomplete information.

The administration FAILED to execute the decision in CONFLICT with the vote, so once again, the Council had to "make right" what the mayor did, which may be why Shanie, Gary and Louise had to rescind it, to protect the mayor as well as save their own faces.


The mayor STILL wanted the Council to keep the water rate hike, even AFTER the real surplus was revealed to be $8.8 million.

If she was Senior Internal Auditor for Perdue, I'd hate to see their books -- maybe that's why it was easy to let her go after such a short time there.

And wow, that press release...is it original? Because her name is misspelled in it. How appropriate for both the city and for her.

I thought she was hired to be Internal Services Director, not Director of Finance. Which is it?
