What Do You Want Me To Do, Put A Gun To My Head?
City Solicitor Paul Wilber is obviously confused and frustrated while confronting the Council last week. Is he just this poor guy that follows directions or do you think he's behind all of these charades?

I think he is crazy like a fox. He knows exactly what he is doing and has the cushiest job any attorney incapapble of making it in private practice could have, better than being a judge.
Wilber has been caught flat-footed so many times in his stint as City Attorney for Barrie. But what the heck does it matter: Barrie orders him to opine, the Council buys into it and only if taken to Court do we learn how wrong Wilber was in his opining. He rolls the dice that no one will question him.
