Is Mayor Tilghman Hiding The Zoo's Outcome?

Ladies & Gentlemen, the Salisbury Zoo could be in very deep trouble! You see, there's a program called the SSP Program, (Species Survival Plan) that somewhat overrides the AZA. There are many animals in the Zoo that belong to that program.

What it means is the following. The Salisbury Zoo is pretty much the bottom of the barrel when it comes to being selected for exotic animals. That being said, when Jim Rapp would reach out to this group to replace an animal that died, this group would search to find something that might fit their wants and needs but here's what the Salisbury Zoo would get.

I'm no expert but I'd say about 20% of the animals that are brought into captivity simply cannot handle it. They freak out, similar to the Spectacle Bear now in captivity at the Salisbury Zoo. This animal is drugged every day so he doesn't display his neurotic behavior as badly. Some animals do just fine in captivity, others do not. The ones that do not are perfect candidates for places like those at the bottom of the barrel such as the Salisbury Zoo and Rapp being the Idiot that he was down there jumped on the opportunity to get one of these animals no matter what the conditions were.

The former Veterinarian Dr. Jimmy Tragle, my Wife Jennifer and another veteran Zookeeper went to Jim Rapp and flat out insisted they not get this Bear as they looked at his history and knew he would be a serious problem. Rapp ignored this request by three EXPERTS and went and got the Bear anyway. Hence the heavy drugs this animal takes daily to suffer while pleasing you, the Public!

All that being said, this SSP Program is somewhat complicated Folks. Once you get an animal, you're pretty much stuck with it, unless some other dip sh*t comes along and says, oh, I'd like that animal at my Zoo. This is just not going to happen. Now, here we are looking at a $250,000.00 investment into a Red Wolf Exhibit and GUESS WHAT? There's a VERY strong change that the Salisbury Zoo will NOT see these animals arrive and there's an even greater chance that this is exactly why Jim Rapp, John Jacobs and Carrie Samis are no longer employed for the City of Salisbury.

The Red Wolves are a species of animal that would only be brought in through this AZA Program. No AZA Accreditation, No Red Wolves! This would explain why the Mayor wants to move forward with a building the AZA is demanding they build but like Jennifer and I said years ago after the AZA came through and did their former inspection, they left a laundry list of things for the Zoo to fix and complete. The Daily Times REFUSED to print that list because they said, Come on Joe, you've already caused enough damage. The City is trying to fix all the things you've brought to light, why do even more damage if they have to do all these other things the AZA is demanding?

I had stated years ago to the DT that it was only right that they expose EVERYTHING and they simply refused. If they had, we wouldn't be facing many of the problems we are seeing with the Zoo right now because EVERYONE would be made accountable, INCLUDING the Mayor. Nope, the Daily Times had to have it their way in the hopes that everyone thought the Albero's were nuts.

So now the Hazel Family has invested more than $250,000.00 into the Red Wolfe Exhibit and they also donated another $50,000.00 for the new Master Plan Designs, all of which will not happen either. The Mayor I'm sure was confronted with having to make a decision as I'm confident the Hazel Family was NOT happy with what was about to happen at the Salisbury Zoo.

My guess is that the Mayor has know what was going to happen to the Zoo for a good 2 years now and after she learned of all of the screw ups, dumping into the river, human feces overflowing into exhibits, all the evidence of wrong doing within the personnel, (especially Jim Rapp) she pulled the plug on all of it yet she wanted to make sure the Albero's didn't get credit for the outcome. That's cool. However, this Mayor owes the Taxpayers and especially the Hazel Family and explanation and she needs to immediately expose what the future plans are for the Zoo.

With the financial state of the City, it's a tough sale to say everyone should just pony up all that cash and raise taxes to satisfy the Zoo. The Salisbury Police Department needs cars. The Fire Department needs equipment BADLY! No, I don't mean a Boat. I mean a ladder truck, a tanker and serious items that are needed, not wanted. There are MANY roads that need to be paved, period. The City is so screwed right now it isn't funny.

This Mayor took control of each and every department and screwed each and every one of you Taxpayers by doing it her way. There's been no accountability. The LLC's the City is doing business with regularly is questionable as well as the fact that this Mayor has shut down ALL Council Members from confronting Department Heads without her being present. This is paranoia Ladies & Gentlemen and IMO she should be impeached or whatever you would call it.

Look, every day I have so many new things going on in this City it isn't funny. Nowhere else in America could someone have a field day like I have with exposing things. When is everyone going to finally get it. YOUR Mayor is suing me and she's a Public Figure! Is there actually a single person out there that believes the foundation of how America was designed should be taken away because Barrie Tilghman has been offended by saying a Mayor does special favors for FOB's? It's part of the territory, yet not in Salisbury.

Anyhow, Salisbury Citizens better start waking up because this is just one situation I know of. Imagine just how many others have been covered up in each and every department. Can you imagine just how much will be EXPOSED once this Mayor is voted out of Office? Hell, I'd vote for someone affiliated with Debbie Campbell just to get to the bottom of all she has done right away!

In closing, many of the animals in this program and or sponsored through the AZA could be pulled from the Zoo right away. The fact that this Mayor stated to three candidates that they are looking at other things right now and these candidates didn't fit those wants and needs tells me this Mayor has confirmed the AZA is pulling the plug and the City has no clue what's about to happen down there.

This is the e-mail address for the entire City Council. I strongly suggest ALL of you start writing them and ask for answers. sbycouncil@ci.salisbury.md.us

WOW!

Joe:

when you have a post like this one it offsets all the half-baked stuff about the police chief and fire department.

Mucho Kudos Amigo.

Good post Joe and I'm sure it has the mayor very worried. She sure should be,since she should have been on top of these problems back three or more years, when you went to her office and related some of this to her. What's worse though is how the Hazel's must feel now, knowing their donations have gone for naught, and there won't be any red wolf exhibit, most likely, nor any major expansion of the Zoo and its collection of animals.

Saw this posted inside the GOB last week:

ATTENTION!!!!

What's this Mare Doing?

You may notice our thick legged, braless mare behaving a bit unmarelike.

This Mare has some bad habits that we are trying to understand better. Sometimes the mare may appear to be telling the truth when in fact she's not. But don't worry, our coucil people are keeping a close watch on her. At least two of them are. These two are trying differant ways to change her behaviors.

Loud noises and people like Joe Albero who expose her coverups and lies make her nervous. Stress makes her behavior even worse.

You can help by watching the mare closely and by voting during the next election.

THANK YOU!

This is absolutely heinous.

And they have the gall to come to the taxpayers to borrow money for the isolation building at a high cost "to keep our AZA accreditation."
