Income, Not Gas, Tax Hike Proposed To Balance Budget
ANNAPOLIS, Md. -- A proposal to increase Maryland's personal income tax could replace the governor's proposal to phase in the state sales tax on gas prices, key Maryland senators told 11 News on Wednesday afternoon.
WBAL-TV 11 News reporter David Collins said the Senate is tearing the governor's budget apart. Senators said public outcry over the gas tax plan convinced them to consider other options.
Some senators said Wednesday it's likely that the gas tax bill is off the table this session. Senate President Mike Miller told reporters Wednesday morning that the bill itself may not happen.

INVESTIGATION INTO SHOOTING OF WICOMICO CO. DEPUTY CONTINUING - SUSPECT IN CUSTODY AND FACING CHARGES
(CAMBRIDGE, MD) – A deputy sheriff is recovering from a gunshot wound and a suspect wanted on multiple arrest warrants is in custody and facing more charges tonight as Maryland State Police continue the investigation into the attempted murder of a police officer this morning in Dorchester County.
The suspect is identified as Tavone A. Dobson, 22, of no fixed address in Cambridge, Md. Dobson is currently being held in the Dorchester County Detention Center. In addition to the warrants that had already been issued for him, Dobson is facing charges in connection with the shooting of a deputy sheriff today who is a member of a warrant task force attempting to arrest him.
The deputy is identified as Deputy First Class Thomas Funk, 29, of the Wicomico County Sheriff’s Office. He is a member of the United States Marshals Service Capital Area Regional Fugitive Task Force. The task force includes members of municipal, county, state and federal law enforcement agencies who work together to identify and apprehend wanted fugitives.
The warrant task force was in Cambridge this morning attempting to locate and arrest Dobson. Dobson is wanted on two warrants from the Cambridge Police Department for first and second degree assault, theft, and forgery, a parole retake warrant for second degree assault and possession of a firearm, and a violation of probation warrant and a failure to appear warrant both from Dorchester Copunty. Dobson is also wanted by Delaware State Police on warrants for burglary and violation of probation on charges of unlawful third degree sexual intercourse.
Members of the warrant task force went to a residence in the 800-block of Hubbard Street, Cambridge, at about 9:30 a.m. today after learning Dobson was at the address. Police officers on the scene were from the U.S. Marshals Service, the Cambridge Police Department, the Wicomico County Sheriff’s Office, the Maryland State Police, and the Salisbury Police Department.
The preliminary investigation by the Maryland State Police Homicide Unit indicates DFC Funk was one of the task force members who entered the residence after being admitted entrance by a female inside. Other members of the task force had formed a perimeter around the exterior of the building.
The preliminary investigation indicates the suspect shot at DFC Funk while he was inside the residence. DFC Funk was wounded once in the arm. He returned fire, but did not strike the suspect. He was able to break out a window in the second floor of the home and escape onto a roof before jumping to the ground. Other officers came to his aid and assisted him to EMS care nearby before he was transported to the hospital.
The investigation indicates Dobson also moved throughout the house and shot multiple times out windows at police officers on the perimeter outside. The preliminary investigation indicates several officers outside the residence returned fire, but the suspect was not hit. Those officers were from the Cambridge Police Department, the Maryland State Police and the U.S. Marshals Service.
A U.S. Marshals Service vehicle was struck, but no officers other than DFC Funk were hit by gunfire. While shots were still being fired, backup officers from the Cambridge Police Department responded, including the Cambridge and Dorchester County SWAT teams. The Maryland State Police STATE Team also responded, but was not deployed at the scene.
Police on the scene initiated a dialog with Dobson, which continued until shortly after 1:00 p.m. when he surrendered. Prior to surrendering, Dobson threw two semi-automatic pistols out a window to the front porch. He was taken into custody without further incident.
Cambridge Police Chief Kenneth Malik requested the police involved shooting investigation be conducted by the Maryland State Police. The State Police Homicide Unit responded and is continuing the investigation with assistance from investigators from state and local police.
State Police investigators obtained a search warrant for the residence and are remain on the scene this evening. State Police crime scene technicians are processing the scene for evidence. Assistance with documenting the scene is also being provided by members of the State Police CRASH Team equipped with laser measuring equipment.

POLICE INVOLVED SHOOTING BEING INVESTIGATED IN SOMERSET CO.
(PRINCESS ANNE, MD) – Maryland State Police investigators are on the scene of a police involved shooting in Somerset County that occurred at the end of a police pursuit and fatally wounded the suspect.
The deceased man is not being named until he is positively identified and family members are notified. He was the driver and sole occupant of the vehicle he was in.
Preliminary information at this time is that at about 7:30 p.m. today, troopers from the Princess Anne Barrack were dispatched to check out a suspicious person or vehicle at the Manokin Manor nursing home on Rt. 13 north of Princess Anne. A Somerset County deputy sheriff arrived first and the vehicle fled.
A pursuit ensued which was joined by responding troopers. The suspect fled south and north repeatedly on Rt. 13, making several U-turns and striking at least one trooper’s patrol car during the pursuit. After running over stop sticks troopers had deployed on Rt. 13 near the Princess Anne Barrack, the vehicle drove into a ditch on northbound Rt. 13 at Revells Neck Road and came to rest.
Several police officers, including at least two troopers, approached the vehicle on foot. For reasons still under investigation, the preliminary investigation indicates shots were fired by two troopers during the approach. The driver was found to have sustained what appears to be a gunshot wound. EMS personnel were summoned and pronounced him dead at the scene.

Board Of Ed FAILS To Inform Public Of Another Important Meeting
A parent information meeting and fashion show on consistent attire will be held for all interested parents at 6 p.m. Wednesday, Feb. 29, at Prince Street Elementary School. The meeting will be an opportunity to hear more about the proposed Consistent Attire Program that is being considered for 11 elementary schools, and to ask questions and give input. The evening will include a fashion show with students modeling consistent attire.
The Board will schedule a second and final reading on the Consistent Attire Program for its meeting on April 10. This will allow the CAP team adequate time to survey parents and gather other input prior to the Board’s next vote. A letter home, a phone survey and this public information meeting are all part of the effort to ensure that parents are aware of the proposal and have had a chance to give input.

USPS Claims To Be Saving Millions
The Postal Service says it avoided spending $34 million and generated another $24 million last year by reducing the amount of energy, water and gasoline it used. It also recycled 215,000 tons of material which saved landfill fees and brought in new revenue. All of this is part of employee-led "green teams." There are more than 400 of these groups across the country. The Postal Services says they helped decrease spending on supplies by $20 million as compared to 2010.
USPS is working toward meeting a series of goals in 2015, including reducing gas usage by 20 percent.

Daily Times Totally Screws Up In Article This Morning
OK, here's the deal Folks. The articles in which the Daily Times published, (two articles) referencing removing the revenue cap was completely screwed up.
Salisbury News is working on an article that will probably be published some time tomorrow but the long and short of it is this.
A new bill partially sponsored by Norm Conway, HB-1412 is an emergency bill about to be heard TOMORROW at 1:00 PM in Annapolis. It goes as follows...
If Wicomico County does not meet maintenance of effort, this bill/legislation will force/instruct the comptroller to immediately hold ALL county income tax and send it directly to the Board of Education!!!!!
I'll repeat, Norm Conway is a sponsor of this bill and in my honest opinion proves the Board of Education doesn't have to be fiscally responsible for ANYTHING.
I told you earlier today, this is just unbelievable and once again the Daily Times only told you a small portion of what was REALLY going on. The beef of this bill is on page 15 from the link above.
Much more to come on this as I will personally make the trip to Annapolis tomorrow, that's how important this bill is. It must be stopped in its tracks immediately.
Considering the Daily Times has a staff that is supposed to be on top of extremely important issues such as this one and they continue to fail to report the TRUTH while people are paying for their publication just makes me sick. Anything for the Board of Education, right Greg Bassett! Don't INFORM your readers about the TRUTH. Just let things go through the process and tell every one AFTER the fact.
Additionally a comment just came in and said; Here is a link to the article from the Sun on the proposed legislation. They want to take the income piggyback tax the state collects for the counties and give it directly to the local Board of Education. Instead of giving to the county, they give it directly to the BOE. This will be done in counties like Wicomico that have failed to meet the Maintenance of Effort. In fact Wicomico is one of the counties singled out in the article. This will be done to fund schools in counties that have revenue caps. The eye-opening part is where they say the General Assembly has the power to overturn a local referendum. I can't believe this isn't your top story of the day, with all the revenue cap supporters on this site.

Obama Creates New Trade Office
President Obama issues an executive order creating a new trade office. The Interagency Trade Enforcement Center will be housed in the office of the U.S. Trade Representative. Ron Kirk, the top trade representative, will appoint the director of the Enforcement Center. Commerce Secretary Ron Kirk gets to appoint the deputy director. Homeland Security and the Intelligence Community will also designate staff. The center will coordinate U.S. trade rights under international agreements. Seven Arrested For Medicare-Medicaid Scam
Seven people are under arrest, charged with fraud in the largest Medicare-Medicaid scam ever. The arrests followed work by an interagency Medicare-Medicaid fraud team known has HEAT. Deputy Attorney General James Cole says the fraudsters might have received $375 million in phony claims. A Texas doctor, Jacques Roy, and his nurse certified 11,000 people as having received home health care from five service providers. Health and Human Services Inspector Gerald Levinson credits data analysis tools for helping catch the alleged thieves.
Fight A War, Open A Farm Or Ranch
The Agriculture Department wants returning warfighters to consider farming or ranching careers. Secretary Tom Vilsak signs a memorandum of understanding with the American Legion to promote agriculture, animal and plant health and food safety work. Six million veterans live in rural areas. The American Legion has more then 5,000 posts in rural counties. USDA and the Legion agree to publicize USDA jobs, education and training programs. They'll also help veteran-owned companies get USDA contracts.
