Sinepuxent Receipts – Corn and Crab Stew Delmarva

August is a time of harvesting some of the best of Delmarva’s bounty. My offering to Salisbury News for this week is one of my favorites. When I think of hot summer time I think of Delmarva’s white sweet corn and Eastern Shore blue crabs. In a summer stew the two marry well together and the lump crab adds a special sweetness to the pot.

Corn and Crab Stew Delmarva

(Serves 12)


6 slices thick-sliced bacon

8 cups chicken broth

1 tsp. Old Bay

1/8 tsp. cayenne

5 large or 18 small new red potatoes

6 ears of local white sweet corn

Sea salt to taste

Black pepper

¾ cup heavy cream

½ tsp. yellow mustard

½ tsp. Worcestershire sauce

1 lb. jumbo lump blue crab (check for shell)

Begin husking corn by cutting stem end of the cob with a sharp knife to expose corn kernel. Make slit through the husk from one end to the other, cutting deep enough to also cut the corn. Then remove husk. Grab all silk at once and remove. Continue to pull off stray silk and cut out any brown spots, but do not wash corn. In a large kettle, bring water up to bottom of steam rack. Set heat to medium-high and bring water to a boil. Place cobs on steam rack, cover with lid and steam corn for 11 minutes. Remove from heat, placing cobs on large platter to cool.

Cut bacon in ¼ to ½ inch and sauté in a small stew kettle until just done. Remove bacon and add chicken broth, Old Bay, cayenne and potatoes. Bring to a boil and then reduce heat to low. Undercook potatoes by about 5 minutes. While potatoes are cooking, remove corn from cob. Hold corn stem end down and slice corn from cob. After slicing, be sure to run the back of your knife down the cob and all the way around to remove all of the corn. Repeat on remaining cobs. Season the corn with sea salt and fresh-ground pepper to taste, mixing well. After potatoes have cooked about 15 minutes, add bacon, corn, cream, mustard and Worcestershire sauce. Blend together well. Add jumbo lump last and cook an additional 5 minutes, stirring gently to maintain lump.

up on what he believed was a drug transaction in progress in the 700 block of Dennis Street in Salisbury.
Upon exiting his patrol vehicle, two subjects who were standing alongside the open passenger window of
a vehicle began walking away. The deputy detained those two subjects, identified as Dante Coles and
Irving Jones, along with the occupants of the vehicle, Rebekah Spinella and Patrick McGill after the
deputy saw what he recognized as marijuana in plain view in the console of Spinella’s vehicle. The
deputy would end up recovering marijuana packaged in several individual baggies from Jones and Coles,
which was indicative of distribution.

The deputy placed all four under arrest and transported them to the Central Booking Unit where they were
processed and taken in front of the District Court Commissioner. After their initial appearances the
Commissioner released Spinella and McGill on Personal Recognizance while detaining Jones and Coles
in the Detention Center in lieu of bonds of $10,000.00 and $15,000.00 respectively.

Narrative
responded to a reported altercation inside a residence in the 700 block of S. Westover Drive. Upon arrival,
the deputy learned that Devon Gillespie had located her boyfriend inside the residence and forced her way
in after the resident there opened the front door upon her knocking. The boyfriend stated he ran from the
residence in an attempt to get away from Gillespie who was in the process of assaulting him. During the
ensuing investigation, the deputy located several witnesses who corroborated that version of the story.

The deputy placed Gillespie under arrest and transported her to the Central Booking Unit where she was
processed and taken in front of the District Court Commissioner. After an initial appearance, the
Commissioner detained Gillespie in the Detention Center in lieu of $30,000.00 bond.

South America Unites Against "Irresponsible Debtors" In The North

Rio de Janeiro - Default, insolvency, fiscal irresponsibility, debt crisis and similar terms form part of the vocabulary used to describe countries in the developing South in the 1980s and 1990s. A decade later, the world seems to have turned upside down.

The "irresponsible debtors" are now in the industrialised North, and the countries of South America, victims of the "lost decade" of the 1980s and the subsequent financial crises, are now working hard to protect themselves against contagion from the crisis in the United States and Europe. 

A meeting of economy ministers in Lima Thursday and Friday and another scheduled for Aug. 12 in Buenos Aires, where the ministers will be joined by central bank presidents, are being held to discuss the coordination of policies among the Union of South American Nations (UNASUR) to deal with the knock-on effects of the crisis still lingering in the developed world. 

There is talk about working together to mitigate the impact. But the developing world does not have financial power, nor does it have anything like the International Monetary Fund (IMF) to impose the adoption of fiscal adjustment policies or to "aid" the rich countries, like what occurred when it was the poor countries that were insolvent. 

The crisis today is universal, very different from the recessions suffered by some countries as a result of contagion from the "Mexican", "Argentine", "Asian" or "Turkish" crises of the 1990s. 

It’s Time To Be Very Concerned About What’s Going On Behind The Scenes

Ancient Greek mythology tells the tale of Odysseus, the heroic king of Ithaca whose 10-year journey home after the Trojan War became one of the world’s most famous epics.

At one point in the journey, his ship was heading straight for two deadly hazards– on one side was Scylla, a six-headed monster disguised as a giant rock, and on the other side was Charybdis, a sinister whirlpool born from the sea god Poseidon.

The perils were close enough to pose an inescapable threat to ships passing through, forcing the captain to choose between the two evils. A Latin proverb from this story, “incidit in scyllam cupiens vitare charybdim” (he runs on Scylla, wishing to avoid Charybdis), is now “between a rock and a hard place” in modern English.

This is exactly where the entire world finds itself right now. With confidence vanishing, markets panicking, and entire nations going bankrupt, ultimately there are no good solutions… and thinking people need to understand some simple truths about the situation:

1) America’s credit rating was punished by S&P because US politicians failed to reach an adequate solution to the country’s massive debt woes which are nearing 100% of GDP. Investors reacted by buying the Japanese yen– a country whose sovereign debt rating is two steps below the US, and at 220% of GDP, over twice as indebted!

Not to mention, Japan has burned through 4 prime ministers and 8 finance ministers just in the last four years. This is not exactly a country whose government has a successful track record of dealing with its problems.
How does this make any sense? That’s like firing an employee who gets drunk on the job and replacing him with a gun-toting heroin addict. Yet faced with a universe of bad choices, investors will pick the one which appears to be the ‘least worse’.

This approach is sure to create even more gross misallocations of capital down the road.

GOVERNOR O’MALLEY ANNOUNCES FUNDS TO CRACK DOWN ON PAROLE AND PROBATION VIOLATORS IN PRINCE GEORGE’S COUNTY

$306,605 grant will fund new prosecution unit in State’s Attorney’s Office


ANNAPOLIS, MD (August 9, 2011) - Governor O’Malley today announced a $306,605 grant to the State’s Attorney’s Office in Prince George’s County to launch an initiative aimed at criminal offenders who violate the terms of their parole or probation.

The grant will be used to create a new Collateral Offender Unit in the State’s Attorney’s Office, consisting of two prosecutors and two paralegals that will focus on identifying and prosecuting offenders who violate the terms of their probation. This new Unit, the first of its kind in the County, will handle Violation of Probation (VOP) cases exclusively – providing additional resources to prosecute VOP cases in a timely manner.

“To create jobs and maintain our quality of life, we must continue to make every neighborhood in our state a safer place to live, work and do business,” said Governor O’Malley. “This joint effort between our federal, state and local partners will remove dangerous offenders from the streets of Prince George’s County, creating safer communities for our families and children.”

The funds are being awarded to the County by the Governor’s Office of Crime Control and Prevention (GOCCP) under the federal Byrne Justice Assistance Grant (BJAG) program. Senators Barbara Mikulski and Ben Cardin have been instrumental in their support of the BJAG program.

“This funding is a federal investment in keeping our communities strong and thriving. It will help keep Marylanders safe in their neighborhoods,” said Senator Mikulski, who as Chairwoman of the Appropriations Subcommittee on Commerce, Justice and Science puts money in the federal checkbook for the BJAG program. “I will continue to fight to give law enforcement and prosecutors the tools they need to clean up the streets, protect our families, and fight crime.”

“Marylanders deserve to live and raise their families in safe communities,” said Senator Cardin.  “Thanks to this new collaboration between federal, state and local governments, citizens of Prince George’s County can rest assured that their streets are safer, and those who violate the law will face justice.”      
The Unit will be collaborative with the US Attorney’s Office, the Maryland Division of Parole and Probation, local police, and other law enforcement and criminal justice agencies. Officials and investigators from all levels will share information and expertise to find and prosecute the targeted offenders.

"With this grant, Prince George's County residents are being provided with additional resources of protection from criminals," said Prince George's County Executive Rushern L. Baker, III. "I want to thank Governor O'Malley and Senators Mikulski and Cardin for their unwavering support in keeping Prince George's County communities safe.  I am confident that Prince George's County State's Attorney Alsobrooks will fully utilize this grant and exceed its potential as an effective crime fighting tool." 

The members of the Collateral Offender Unit will also coordinate their resources with the cases handled by other prosecutors in the State’s Attorney’s Office to ensure just disposition of cases. In addition, they will coordinate cases with the juvenile division when a defendant has either lied about his age or is on probation in both the juvenile and adult system.

"Today's grant award announcement reflects a deep commitment by Governor O'Malley, Senators Milkulski and Cardin, and all our state and federal partners to keep our communities safe. These additional resources will increase the effectiveness of prosecuting repeat violent offenders who violate their parole and probation and will dramatically reduce the number of criminals who continue to choose a life of crime. On behalf of the men and women of law enforcement and the people of Prince George's County - I thank our partners. Creating a collateral unit to prosecute persistent crime threats demonstrates not only a  tough-on-crime approach but also a smart-on-crime strategy," said Angela Alsobrooks.

Under the O’Malley-Brown Administration, through the innovative use of public safety technology, unprecedented information sharing across borders, and strategic reforming of long-troubled public safety state agencies, law enforcement personnel throughout Maryland have driven crime to historic lows. The State’s nationally-recognized Violence Prevention Initiative (VPI) works to identify the most violent offenders under the supervision of the Division of Parole and Probation (DPP). VPI Parole and Probation Agents have low caseloads, make frequent contacts with offenders, and have a low-tolerance for even minor infractions. In addition, Agents request warrants for violations of the terms of parole or probation immediately helping to keep high risk, dangerous offenders out of the community.

Will The Electoral College Become A Thing Of The Past?

The Electoral College could be inching closer to extermination as California Gov. Jerry Brown signed a bill Monday that would award the state's 55 electoral votes to the presidential candidate who wins the national popular vote.

The bill would take effect only if the states that hold a majority of the 538 electoral votes approve similar legislation. With California's addition, that total now stands at 132, almost 49 percent of the 270 needed.

Under the electoral college, people don't actually vote for president. They vote for electors, who then vote for president. It was developed as a compromise between those who wanted Congress to elect the president and those who wanted the president elected by popular vote.
