Looking carefully at the video, see him remove the pistol from his pocket, drop what was probably the pocket holster to the ground, then aim (sort of) and fire at the officer.
He not only got instant justice, he very plainly asked for it.

A correction, 10:44. Something silver colored fell out of his pocket as he pulled out his gun. The pocket holster looks to be in his opposite hand when he fires the first two shots.
Looks like Joe has a new favorite "one of the good ones." You've posted like 4 of this guy's videos in the last week.
