Incident: Driving Under the Influence/ Possession of Narcotics
Date of Incident: November 7, 2019
Location: E Main Street/ East Salisbury Parkway Salisbury, MD
Suspect: Desmond Dequincy Hollis Brown, 31 years of age
Narrative: Members of the Wicomico County Sheriff’s Office Community Action Team (CAT) were on patrol in the area of E Main Street and U.S. Route 50, Salisbury, Maryland. Members of CAT observed a vehicle leave a residence known for CDS activity. Members of CAT were behind the vehicle while it was stopped at the red traffic signal located at E Main Street and U.S. Route 50. Members of CAT observed the traffic signal completely cycle through but the vehicle did not move. It appeared that the driver of the vehicle, later identified as Desmond Dequincy Brown, was passed out behind the wheel. Members of CAT initiated a traffic stop and made contact with Brown. Brown was immediately startled by the detectives’ presence. Brown’s vehicle was still in drive and his foot was on the brake. Detectives observed Brown holding a bag in his right hand that contained CDS. Brown was placed under arrest and found to be in possession of 2 wax bags containing suspected heroin, 6 wax bags containing suspected heroin residue, 1 plastic bag containing cocaine, 1 plastic bag containing heroin, and a dollar bill containing suspected heroin.
Detectives determined that Brown driving under the influence of drugs. Brown admitted to being under the influence of heroin. Brown advised that he did not have his license because he had just gotten a DUI. A records check revealed that Brown was charged with DUI related charges on September 21, 2019. Brown was charged with possession of heroin, possession of cocaine, possession of controlled paraphernalia, and driving under the influence related charges. Brown was released to WCDC where is currently held without bond.

Northwest Woodsman: Can’t wait to see what lies his public defender will come up with to explain why he was passed out at a traffic light. Although, come to think about it, didn’t the black chief of police in Chicago just have a similar,experience? I think change of medication was his excuse so maybe this public defender can use a similar one.
