Troopers Arrest Millsboro Man For 7th Offense DUI

Millsboro - The Delaware State Police have arrested a Millsboro man after he was involved in a crash and found to be under the influence of alcohol for the 7th time.

The incident occurred on Thursday, March 29, 2018 at approximately 10:17 p.m. when Troopers were dispatched to the intersection of Avenue of Honor and Bethesda Road for a vehicle collision. Upon arrival, Troopers discovered an unoccupied 2000 Ford Explorer on its driver's side. Further investigation revealed that the Explorer was traveling southbound on Bethesda Road north of Avenue of Honor when it exited the roadway and struck a mail box. The Explorer continued southbound on Bethesda Road approaching the intersection at Avenue of Honor. The operator of the Explorer failed to stop at the stop sign and struck a 2016 Honda Odyssey. The operator of the Odyssey remained at the scene and was not injured.

The operator of the Explorer, identified as 53-year-old William A. Bell, fled the scene on foot and a short time later was located by the Delaware State Police Aviation Unit in the woods, less then a quarter of a mile from the collision scene. Bell was subsequently taken into custody when an odor of alcohol was detected and a DUI investigation ensued. A computer check revealed that Bell had six previous DUI convictions, making this his seventh offense. Bell was transported back to Troop 4 where he was charged with his 7th Offense Driving Under the Influence of Alcohol, Leaving the Scene of a Collision, Driving Without a Valid License, Failure to Stop at a Stop Sign, and other traffic related offenses. He was arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institute on $27,055.00 cash only bond.

Obviously should have been FORCED into a rehab program if they can do it for DRUG ADDICTS why not Alchol ?????????

12:12 PM - You evidently get as many as it takes, after paying the fines and doing the time. Even after extended jail time you can get your license back when the suspension expires. This guy, and many like him, need more intervention than the justice system seems able to provide, no?



1st Offense Max. 6 months $500 to $1,500 12 to 24 months license suspension

2nd Offense 2 to 18 months $750 to $2,500 24 to 30 months

3rd Offense 1 to 2 years $3,000 to $7,000 24 to 30 months

4th Offense 2 to 5 years $3,000 to $7,000 60 months or the discretion of the court




5th DUI Offense: For a fifth offense occurring any time after 4 prior offenses, be guilty of a class E felony, be fined not less than $3,500 nor more than $10,000 and imprisoned not less than 3 years nor more than 5 years.
6th DUI Offense: For a sixth offense occurring any time after 5 prior offenses, be guilty of a class D felony, be fined not less than $5,000 nor more than $10,000 and imprisoned not less than 5 years nor more than 8 years.
7th DUI Offense: For a seventh offense occurring any time after 6 prior offenses, or for any subsequent offense, be guilty of a class C felony, be fined not less than $10,000 nor more than $15,000 and imprisoned not less than 10 years nor greater than 15 years.

Is it his vehicle? If so, then why weren't his tags pulled or vehicle impounded when he lost his license? As a survivor of a drunk drunk driver, I find this absolutely ridiculous that he's still running around, vs. jail &/or rehab, although rehab is no guarantee. I hope the other vehicle's occupants are OK; I don't think it would be possible for him to have insurance w/no license.

You can send someone to drug or alcohol rehab but unless they really want to quit it won't work.

Alcohol doesn't kill anyone very rare that's why mainstream media and politicians don't talk about it.. pain pills and boarder walls kill people. Vote democrat so we can get all guns. Thank you.

7th. offence, and people say that sex offenders are bad, really, FBI says sex offenders are likely to reoffend in 5% of the time after incarceration, I'd say DUI's are 90% likely to reoffend, so who needs to be watched more?

The judges and the lawyers who conspired to allow this guy to remain on the road, looking to kill your family member, are just as guilty. They should all face serious punishment.

Well the judges and lawyers allow this to go on and on because a good majority of them are alcoholics.
