You mean Denmark, Finland, Sweden even Germany where education is largely paid for?
Or you can stay in America where we simultaneously complain about being out competed by other countries AND turn education into a money grabbing system or flat out insult it and call it a liberal conspiracy. We claim to encourage the trades but complain when our doctors and specialists are immigrants from other countries where education is valued.

Not in Cuba, but have seen plenty of them at ECI! Mostly black and in there for charges that white people got probation.

Are you aware there are more people in prison (for victimless crimes) in the US than all other countries combined? Including China.
