Right stuff: Don't buy excuses on redistricting

It's no surprise the Democrats killed Gov. Larry Hogan's nonpartisan redistricting bill. But don't buy for a second that it is in response to recent Republican redistricting in other states. Maryland Democrats were carving up the state long before Republicans got in the game elsewhere.

Maryland's Democrats like to say, "Look what they do in Texas," as if that justifies their legerdemain.

Texas had been a Jim Crow state under Democratic control since Reconstruction. The Voting Rights Act put redistricting in Texas and several other states of the old Confederacy under federal supervision.
