It's not unbelievable. In local elections there's evidence of at least one certain candidate five years ago going to nursing homes and getting absentee ballots for institutionalized late stage Alzheimer's patients who don't know whether it's Tuesday or August, let alone anything about the election, then filling them in with those candidates' names.
