Yes, and the reason they outlawed them was because some people would light them and then say:

M-80s were my toilet and mailbox annihilators of choice.They were long & cylindrical shaped with a fuse in the center.
Half sticks from South of the Border were favorites. Used to blow up boulders,ground hog holes,etc.
