Incident: WCSO Most Wanted Arrest

Suspect: Vernon Alonzo Cooper Jr., 25,Middle River, MD
Narrative: On 15 December 2014 authorities located and arrested one of Wicomico County’s “Most Wanted” fugitives, Vernon Alonzo Cooper in Baltimore. Cooper was being sought on a Circuit Court Bench Warrant that had been issued after Cooper violated the terms of his probation following a conviction on charges stemming from a high speed pursuit that traversed Wicomico County.
Cooper was transported back to Wicomico County where he was detained without bond pending an appearance in front of a Circuit Court Judge.

Suspect: David Clyde Walker Jr., 43, Delmar, MD
Narrative: On 19 December 2014 a deputy extradited David Walker back to Wicomico County from Delaware where he was being detained as a fugitive from Wicomico County. Walker was being sought on five Circuit Court Bench Warrants and one District Court Bench Warrant, all issued after he failed to appear for cases where he had been charged with Burglary, Theft and traffic related charges.
Walker was detained in the Detention Center without bond.

Suspect: Nicholas W. Parks, 28, Delmar,MD
Narrative: On 19 December 2014 at 2:30 PM a deputy observed a subject identified as Nicholas Parks standing in the median strip of U.S. 13 in the area of Northpointe Drive and observed that Parks was holding a sign that stated “Homeless Need Help.” The deputy also observed that Parks walked into the roadway to collect money from passing motorists. The deputy had warned Parks the day before to stay away from this location and to stop walking into the roadway to collect money. The deputy was also familiar with multiple encounters where law enforcement had warned Parks about soliciting in the roadway.
The deputy placed Park sunder arrest for Failing to Obey the previous warnings and violation of the County Ordinance that prohibits vagrants soliciting for money.
Parks was processed at the Central Booking Unit and taken in front of the District Court Commissioner.Following an initial appearance, the Commissioner released Parks on Personal Recognizance.

Suspect: 1. Jesse T. Shipley, 19,Salisbury, MD
2. Shane L. Kulp, 19, Fruitland, MD
Narrative: On 20 December 2014 at 12:49 PM deputy responded to a residence in the 600 block of Twin Tree Road for a reported burglary that had just occurred. Two individuals attempted to enter a residence by a rear door but were spooked away once they realized someone was inside the residence. A description was provided of these two subjects that were last seen leaving the area on foot. Upon entering the neighborhood, the deputy observed two male subjects walking on Woodland Avenue in the vicinity that matched the description and they were both detained. During a further investigation, the resident identified these two subjects as the individuals who had attempted to enter his residence.
The deputy arrested both Shipley and Kulp and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released them both on Personal Recognizance.

Suspect: James Richard Brittain Jr.,30, Parsonsburg, MD
Narrative: On 21 December 2014 a deputy responded to a residence in the 6000 block of Archie Dennis Road for a reported domestic related altercation. Upon arrival, the deputy met with a female subject who reported that she had been assaulted by her husband, James Brittain, after he became enraged over her hiding of his heroin. According to the victim she was struck repeatedly in the face and thrown to the ground.
During the investigation the deputy observed signs of injury to the victim.
The deputy arrested Brittain and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Brittain on a bond of $10,000.00 in the Detention Center.

Suspect: Gualberto Ventura Marroquin-Paxtor, 31, Salisbury, MD
Narrative: On 23 December 2014 a deputy arrested Gualberto Marroquin-Paxtor following an alcohol fueled rage against a female subject he resided with. According to the victim in the case, Gualberto repeatedly assaulted her while threatening to kill her and her children. At one point according to the victim Gualberto brandished a knife and at another he used the electric cord from a heater to try and strangle her.Upon trying to run from Gualberto, he grabbed her by her hair and pulled her back into the room where the assault continued.
Gualberto threatened to kill the victim and her children if she contacted police.
Upon arrest, Gualberto was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Gualberto on a bond of $50,000.00. Following a bond review on 24 December 2014, the bond on Gualberto was raised to $1,000,000.00.

Suspect: Sherrelle N. Dixon, 35, Seaford, DE
Narrative: On 22 December 2014 a deputy arrested Sherrelle Dixon in connection with a theft and fraud she reportedly perpetrated. In this incident, Dixon stands accused of opening two credit cards in the name of her step-daughter using her information without permission.
The investigating deputy applied for and obtained a warrant for the arrest of Dixon and she surrendered at the Sheriff’s Office. Following an appearance in front of the District Court Commissioner, Dixon was detained on a bond of $5,000.00.

2. Qualeel Tyshawn Westcott, 19, Fayetteville, NC
Narrative: On 22 December 2014 at 11:58 PM a deputy stopped a vehicle travelling on the U.S. 13 Bypasswithout any lights activated. The deputy made contact with the operator,Qualeel Westcott and would discover that he was wanted through the State of Delaware. During an encounter with a passenger, Treyvon Bowman, the deputy recovered an unlabeled pill bottle from him that contained what the deputy identified as cocaine. Further search of Bowman revealed that he was also in possession of marijuana.
The deputy arrested Bowman and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Bowman on Personal Recognizance.
Westcott was arrested on the outstanding Delaware warrant and he was detained without bond pending extradition back to Delaware.

Suspect: Christopher Manger, 33, Salisbury, MD
Narrative: On 23 December 2014 at 3:42 PM a deputy responded to a residence in the 100 block of Atlantic Avenue for a reported theft. While at the residence, the deputy discovered that Christopher Manger was residing there in violation of a Protective Order that barred him from the residence.
The deputy placed Manger under arrest for the violation of the protective order and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Manger on Personal Recognizance.

Location: 33000 block of Bob Smith Road, Parsonsburg, MD
Suspect: Steven Allan Parsons, 50, Salisbury, MD
Narrative: On 24 December 2014 at 11:46 AM a deputy responded to a reported vehicle in the ditch in the 33000 block of Bob Smith Road. During the investigation the deputy met with witnesses who stated they saw a subject known as Steven Parsons after he reportedly drove into the ditch and they observed that Parsons appeared extremely intoxicated. Upon the deputy’s contact with Parsons, the deputy observed that Parsons could barely stand upright and could not walk in a straight line. The deputy also detected a heavy odor of alcohol emanating from Parsons.
The deputy observed several empty beer cans inside the vehicle that Parsons allegedly drove into the ditch. Parsons refused to perform any sobriety testing.
The deputy placed Parsons under arrest for DUI. During subsequent processing Parsons refused to submit to a breath test. The deputy also discovered that Parson’s privilege to drive had been revoked by the State of Maryland. During further processing Parsons became belligerent and threatening with the arresting deputy.
Parsons was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Parsons in the Detention Center in lieu of $30,000.00 bond.

Narrative: On 20 December 2014 at 1:02 AM a deputy responded to a residence in the 31000 block of Dagsboro Road for a reported domestic related altercation. Upon arrival the deputy met with a male subject who reported that he had engaged in an argument with his girlfriend, Kylie Holland, over a cell phone that turned physical.According to the victim, Holland grabbed him by the arm and the neck. During the investigation, the deputy observed signs of injury that corroborated the victim’s account.
The deputy placed Holland under arrest and she was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Holland on Personal Recognizance.

Suspect: April Geraldine Thornton, 27,Georgetown, DE
Narrative: On 22 December 2014 a fugitive from Wicomico County, April Thornton, was extradited back to Wicomico County from South Carolina. Thornton was being sought on a Circuit Court Bench Warrant that was issued after she failed to appear for a violation of probation hearing in a Burglary 1st Degree case.
Thornton was detained at the Wicomico County Detention Center on a bond of $500.00.

Nice to see they are arresting the beggars.
Do like I do with stray cats I catch in my yard, drive them out to the country and drop them off, sure some find their way back but I have peace and quiet for a few weeks and they are leery of coming into my yard again.
