the US CoC is a mouthpiece for unions, big business and big government, i.e., COMMON CORE - this "NON-PROFIT" entity has stated it will spend $50M to defeat the Tea Party - I guess they found that in The Constitution, too!
It may be "fundamental", but it's NOT required by our Constitution by a LONG shot! Unless, of course our Freedom of Speech requires everyone to be able to speak and understand all languages fluently...
