OCPD Arrest Two Reading Pennsylvania Men In Connection With Early Morning Shooting

On June 29, 2013, at approximately 2:15 a.m. Ocean City Police officers were in the area of 18th Street and Coastal Highway when they heard what appeared to be gunshots coming from the area of 1801 Coastal Highway near Kingfish Road. Officers responded to the area and located a male subject, whose name is not being released, who appeared to be the victim of a gunshot wound.

The investigation revealed that at approximately 2:10 a.m. two males were in the pool at the Islander Motel, 2001 North Philadelphia Avenue, adjacent to the sidewalk, when another group of people walking by on the street engaged in a verbal exchange with the group in the pool. The verbal exchange escalated when the group in the pool confronted the group on the street and an altercation occurred. During the altercation a male suspect, later identified as Elvin Jovany Mendez-Espada, 21 of Reading, PA, produced a handgun and shot two victims.

After further investigation, police discovered the second victim, who had been shot through his clothing, but was not injured. The injured victim was treated at the scene by Ocean City EMS and transported by ambulance to Peninsula Regional Medical Center for treatment of non-life threatening injuries. 

Police immediately began a search of the area for the suspects. Officers initially located one suspect, who was identified as Carwin Duarte, 19, of Reading, PA, near the shooting scene on Dolphin Lane. Officers then spotted Mendez-Espada hiding in shrubs in the near-by Marlin Drive area. He was later located in the water under a boat dock at a private residence on Marlin Drive. He was taken into custody without further incident.

The OCPD is still investigating the incident. OCPD Forensic Services Unit and the Ocean City Dive Team are also assisting with the recovery of evidence. Police have charged Mendez-Espada with two counts of first degree assault, two counts of first degree attempted murder and use of a handgun in the commission of a violent crime. Duarte has been charged with second degree assault, disorderly conduct and affray. At the time of this release, Mendez-Espada and Daurte are in custody at the Ocean City Police Department awaiting an initial appearance in front of the Maryland District Court Commissioner.

You better get tough OC. ZERO tolerance...MAJOR incarceration penalties...Initiate stop-and-frisk. This is no time to be tame or meek. Take a page out of the plan that saved New York City. If vacationers don't feel safe - they ain't coming. The future of this unique town is absolutely at stake.

New York (Times Square specifically) cracked down on the businesses that these types frequented also. It would be tough and a lot of business owners would go ballistic but if they are serious about reducing crime then the business such as bars that play music that attracts these types need to be watched like a hawk and it's not a time to be meek or tame. OC leadership needs to start showing real leadership and stop this now.

While I totally disagree with his political leanings we need Jim Mathias back as Mayor. He was hands on when it came to reducing crime. I remember a big to do about it years ago and a write up in one of the newspapers.
Please come back home where you belong Jim Mathias!

Oh it wasn't Jim Mathis who just recently was in the newspaper for noticing a suspicious person, called police and the person had been breaking into vehicles 12:20? This wasn't the first article with similar stories about Mathias.
The public which includes elected officials are the eyes and ears of the police who if not for the public would solve virtually no crimes.
Know something about what you post before hitting send 12:20 otherwise you come across as a moron. Since you're comment came in after midnight I'll give you the benefit of the doubt and say you probably aren't as uniformed as you appear but maybe just had a few too many!

OC has turned into a toilet like Salisbury. Young people today have no respect for life, if they aren't killing someone they are leaving their newborn babies in dumpsters. It's time to thin the herd and atle their eggs!

Jim Mathias rode around with a little tear drop bubble police light on his dash and tried to pull people over until it was taken away from him. That's a fact Jack.

This is the reason I avoid OC in the summer. It's no longer a good family place to go. The bring their problems from the inner city to the resorts. Unacceptable, but avoidable. I go to the Mountains or the beaches of the Carlina's.

Just this week there was something on television about Times Square and the revamping it underwent. It was referred to as undergoing a "Disneyfication" meaning it went from a seedy area into a tourist friendly destination.

1. Reading was not always bad, there are many reasons why it went downhill, a lot of which is complicated. we get a lot not cool people from neighboring states and towns. 2 I know the dude up top is originally from new York, he's just another fool from new York that moved down to Reading, and went to your town and started acting up.
