Governor O'Malley Orders Flag To Be Flown At Half-Staff

This is to advise you that Governor Martin O’Malley has ordered the Maryland State Flag flown at half-staff immediately. This is in honor of Firefighter Gene Kirchner, a 7 year veteran of the Reisterstown Volunteer Fire Company, who died today as a result of injuries suffered in the line of duty. The flag shall continue to be flown at half-staff until sunset on the day of interment. When the date of his funeral is determined, an updated notification will be sent. This action is taken under the Protocol for the United States and Maryland State Flag. Any questions on the above should be directed to the Office of the Secretary of State.

Can a governor order the U.S. flag be flown at half mast for a firefighter? I thought the order came from Congress?
