BALTIMORE —Sources have told the 11 News I-Team that the shooting Tuesday of a police recruit during a training exercise shows there's a "total lack of institutional control" in the Baltimore Police Department.
The recruit was shot and critically wounded Tuesday afternoon during a training session at the site of the former Rosewood State Hospital in Owings Mills.
Sources told I-Team lead investigative reporter Jayne Miller that the veteran Baltimore police instructor mistakenly grabbed the wrong weapon during the session -- his service weapon instead of a training gun -- and fired a 40-caliber bullet through a window, striking the recruit in the forehead.

He should get the death penalty if the recruit dies.Accident or not he will be just as dead.
Anon 2;37, you are such a dumb arse. Death penalty cases are 1st degree murder with malice and intent. What intent did the instructor have, besides that the death penalty is all but gone in Maryland.
Death penalty?
Death penalty isn't given for unintentional killing, it's for premeditated murder.
It's stupid, it's tragic, but so is your comment.
And they worry about civilians with guns. Please.
OMG BAN POLICE DEPARTMENTS SO THEY DO NOT SHOOT EACH OTHER!
They forgot to tell the recruit to duck down. Baltimore PD finest, I wouldn't trust them using water pistol.
And they want to take guns away from us......hell, he violated almost every rule of firearms and he is an INSTRUCTOR!!
