Maryland's Budget Not Balanced

Enacting a balanced budget is General Assembly's primary constitutional requirement

Maryland's General Assembly failed to pass a balanced budget, according to a memo obtained by The Baltimore Sun. Enacting a balanced budget is the legislature's primary constitutional requirement.

"The [fiscal year] 2013 budget is nearly $70 million out of balance," wrote Budget Secretary T. Eloise Foster in a memo to all of Gov. Martin O'Malley's Cabinet secretaries. She recommended that the governor not sign any legislation that reduces revenues "until the imbalance is addressed."

They should enact the second Buffett rule-if members of legislature cant balance the budget, they can't run for re-election.

Interesting. Didn't Ireton submit an imbalanced budget last year? What would have happened if the council hadn't overturned his veto?

Reading the whole article made me sick. Politicians out there making "statements" with budgets when what they aughtta be doing is making budgets to run our state (city, county, nation).

Since the guy said they had "mechanisms" for dealing with unbalanced budgets, what is the point of rule to pass a balanced budget?

Beyond my comprehension I guess.
