Incident: Assault
Date of Incident: 1 October 2010
Location: 800 block of S. Schumaker Dr, Salisbury, MD
Suspect: William Silva, 26, Delmar, DE


Narrative: On 1 October 2010 at 11:00 PM, a deputy was on patrol in the area of Schumaker Place Apartments when the deputy began walking through the parking lot. The deputy observed two subjects standing near a parked vehicle in an area adjacent to the complex for the complex. As the deputy approach the pair, an unidentified male subject ran away. As that subject was running away, the deputy observed a .22 cal revolver on the driver’s side floor of the vehicle. The deputy secured the handgun and attempted to locate the subject who fled. The second subject who was standing on the driver’s side of the vehicle, William Silva, was detained by deputies. The revolver was found to be loaded and cocked. Additionally, the deputy also detected that Silva was visibly under the influence of alcohol.
Silva was arrested and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Silva was released by the Commissioner on Personal Recognizance.

Incident: Possession of Crack Cocaine
Date of Incident: 30 September 2010
Location: N/B Salisbury Blvd. at Zion Road, Salisbury, MD
Suspect: 1. John E. Heater Jr., 48, Salisbury, MD
2. Autumn M. Hitchens, 21, Salisbury, MD


Narrative: On 30 September 2010 at 4:03 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by John Heater for an equipment violation. During the stop, the deputy discovered two open warrants for the passenger, Autumn Hitchens. Post arrest, Hitchens admitted to recently smoking crack cocaine and that she still had her pipe with the remnants of the crack cocaine in her purse. Upon further investigation, the deputy also located a crack pipe with crack cocaine still in it where the driver, John Heater was sitting.

Both Heater and Hitchens were placed under arrest and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Heater on Personal Recognizance while detaining Hitchens in the Detention Center in lieu of $5,000.00 bond.

Incident: Assault
Date of Incident: 1 October 2010
Location: 600 block of S. Westover Drive, Salisbury, MD
Suspect: Jeremy A. McCray, 25, Eden, MD


Narrative: On 1 October 2010 at 7:44 AM, a deputy responded to a residence in the 600 block of S. Westover for an altercation between two parties who were boyfriend and girlfriend. During the investigation, the deputy learned from the female subject that she was involved in an altercation that turned physical. She alleged that her boyfriend, Jeremy McCray, began punching her in the back of the head while she was in the shower. The victim advised that McCray then began spitting on her and proceeded to try and choke her. The victim managed to break free from McCray who then followed her before throwing a television at her.

Upon the arrival of the deputy, he observed signs of physical injury on the victim which led to the deputy placing McCray under arrest. The deputy then transported McCray to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, McCray was detained by the Commissioner in the Detention Center in lieu of $25,000.00 bond.

Reckless Endangerment

Incident: Possession of CDS
Date of Incident: 2 October 2010
Location: S. Saratoga Street at Civic Avenue, Salisbury, MD
Suspect: Justin Smith, 26, Fruitland, MD


Narrative: On 2 October 2010 at 4:30 PM, a deputy from the Wicomico County Sheriff’s Office responded to a call of a subject passed out behind the wheel at the intersection of S. Saratoga Street and Civic Avenue. Upon arrival, the deputy discovered a white Chevrolet truck at the intersection with what appeared to a male subject unconscious behind the wheel. As the deputy approach, he observed that the engine was on, the car in drive and the subject’s foot was on the brake. The subject woke up while the deputy was placing the vehicle in park.

The deputy observed that the driver, Justin Smith, appeared obviously impaired. The deputy then located oxycodone, a burnt spoon and a syringe loaded with what appeared to by oxycodone. The deputy also located a belt that had been used as a tourniquet and additional used syringes.

The deputy placed Smith under arrest for the Possession of the Oxycodone. Additionally, the deputy charged Smith with Driving Under the Influence of a Controlled Dangerous Substance. Smith was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Smith was detained in the Detention Center in lieu of $3,500.00 bond

Incident: Possession of Marijuana
Date of Incident: 1 October 2010
Location: W/B Ocean Gateway, Salisbury, MD
Suspect: Timothy D. Sullivan, 43, Rockville, MD


Narrative: On 1 October 2010 at 8:50 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Timothy Sullivan of Rockville, MD. While speaking to Sullivan, the deputy observed that Sullivan appeared overly nervous about being in the presence of the deputy. Sullivan also told the deputy that he had just left an area know for CDS sales. The deputy received permission to look in Sullivan’s vehicle and located a bag of what the deputy recognized as marijuana.

The deputy placed Sullivan under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Sullivan on Personal Recognizance.

Charges: Possession of Marijuana

Apparently William Silva needs to be locked up as he appears in this WCSO release as well as the SPD release listed below.
