In a drive by shooting, possibly Gang related, Troy Williams was shot in the head and ultimately died from his injuries.
On July 20, 2010, Lamont Whaley, William Joseph Parker and Atilano Jeffrey Limon were stopped in a taxi cab and had been observed placing items underneath the passengers seat. During the check Officers found two loaded handguns, one had been reported stolen.
When being interviewed additional information was obtained that led investigators to obtain warrants for the following people charging them with attempted 1st degree murder, 1st degree assault and various other charges.
Frederick Paul Costen III
Keshaw Lamont White
Brooks Lamar Seldon
Brooks Lamar Seldon was arrested. White and Costen are still WANTED and are considered armed and dangerous.
Chief Barkley was humbled to have the help and assistance from the following agencies.

Maryland State Police Homicide Unit
Wicomico County Narcotics Task Force
Maryland State Police Gang Enforcement Unit-East
U.S. Marshals Service
Bureau of Alcohol, Tobacco, Firearms & Explosives

This is great. Three gangsters that will go to prison for the killing. Three homeys who will be killed for snitching after their stupid actions got them caught. And finally the gangster and known blood that got popped on Charles St. Thats a six pack with a bonus gangster. Salisbury will be safer and if you squeeze all six you'll find out who robbed and shot Greg Knowles along with other crimes.
Why are they not being charged with murder. Someone is dead I always have been under the impression if you take another persons life whether they die instantly or 30 years from now. They should be charged with murder and given the death penalty so we do have to use our tax dollars to pay for these pieces of scum to sit in jail just so they can get out in 10 years and kill someone else
We need a good sheriff like Joe Arpaio like in Arizona. Start making it like a living hell in jail. Just like these thugs do when they are out robbing and committing crimes against hard working tax payers.Stop making the jails like a Holiday Inn and make them sleep in tents and really work off there debt to society. And the tax payers should have to pay for them to have luxuries like air condition and TV let them suffer. Its alot of elderly people that don't have air that are on fixed incomes. They don't think about all the pain they cause people when they do the crime and they always get a slap on the wrist. I blame the Judges States attorney because they are not giving these people the jail time they need. We need a shake up in Washington. We also need a shake up in Wicomico County also.IF you send a message like they always quote "Hard time" start doing it.Sometimes you think the judges and states attorney are scared of these thugs.Just like John Mccain said "Stand up Stand up and fight"
When the charges were filed the victim was still alive, hence attempted murder. The charges will eventually change.
12, 14, 16, 18 year olds robbing and killing people. It is a damn shame these people are not encouraged to be more in life. I have always said if I can make my childrens lives better than my own I have succeeded. It seems the parents of so many of those people never gave a dang about anything that happened to their kids. Bad parenting is the reason they turn out to have no value for human life or the pride in earning an honest living.
So many people contribute to the demise of America and those are the same people that always blame society for the way they lead their lives.
All that do not better the world in some way are destroying the world in many ways.

Nice work by law enforcement! I hope people in the community do their part and turn these scumbags in. Someone knows where they are, so it's time to step up. Time to stop complaining about the neighborhoods you live in and start doing something about it.

this is whats happens after 60 years of liberal politics in america, all citys in the u.s. not just salisbury are victims to this. we are working on 5 and 6 generations of entitlement ppl who have raised there selves in the streets. if they had to work and did not have so much idle time on there hands alot of this would stop but it has gone way to far for any sheriff or police chief to handle.i will only go to salisbury in the day timeanymore and definetly stay away from that section of the hood
Imagine that, Chief giving a press release when he had all the material and facts together just like he said he would. I think WBOC reporter steve dumba$$ dorsey should be fired the way he treated Barkley the other day, badgering him when he had been told several times that the info would be released when the time was right.

A sad day. Knowing four of the men involved I can state that they were brought up with no consequences or to value anything. There were people who came along and encouraged them to do and be better however at that point they were too far gone. I hope all serve the maximum time and the pd needs to be knocking on other gang affiliated persons doors...Crooper? Palmer?

Let's not forget to pray for the safety of our "street cops" who encounter these thugs on a daily basis. (As well as the other agencies involved.) Our police agencies need our support more than ever with the rise in gang violence on the shore. Kudos to all involved.
