agreed 1:11. this really needs to be posted by private parties and not by the city. either way, it needs to be posted. these landlords that could care less about catering to higher crime levels should be forced to live in these houses for months until they find worthy tenants and clean up their acts.

Doesn't Salisbury require rental permits? If so, maybe the city should establish and enfore laws to revoke those rental permits for properties that are repeat offenders similiar to this one. I think OC has a program to revoke a rental permit/license for repeat noise violations.

Lots of other municipalities have done this, and it's done some good. It brings the situation out in the open and embarrasses both the good and the bad landlords. It's about time some of them were, if only to get the rest to do something about it. Where's SAPOA when you need them?

while I do not know much about this property, I can say from reading the issues that most are tenant related. Yes i am a landlord and I try to do all I can such as mold and maintance issues. However, when are people going to be responsible for themselves? Trash? That is the tenants responsibilty to take it to the curb. We have become a nation of people wanting others to take care of us, for free! As for the criminal activity, the tenants need to go. However, if they were not found guilty of the crimes you as a landlord have less of a leg to stand on to evict the tenant. (Hello stet docket) The tenant will also have free legal aid where as you need to pay for your lawyer! I know there are slum lords out there that do not take care of their properties but look at the tenants too.

I was part of it when it started, labor wise I was young, gained alot of the knowledge I have now from being exposed to so many generational mechanics. GNI properties, lot of Docs got in on it early.

that is an awful lot of complaints and calls on one property. It is only one set of bad renters or do they continually rent to people who cause problems and are in trouble all the time?

One question though: Why in the list at the bottom is there a Violation that has a date of July 2010? My calendar says it's only March.

The house is in the same block where the shooting occurred a couple of nights ago. Obviously, there is a correlation between the conditions of the homes and the crime rate. I do feel sorry for some of the college students who live in the area because they can more easily afford the rents.

The title of this post should be slum tennant of the week. The majority of these problems are with the tenants. How about posting a photo of them. I can only imagine what they look like. But I guess once again, it will be the white mans fault somehow.

The City of Salisbury has posted on its website a new feature: the Slum Property of the Week. Featured as the first property is the Smith Street house that was the site of a double shooting a few days ago. One victim is home (shot in the foot) and the other remains at UMD Shock/Trauma with two shots to the torso. This property has been an extreme drain on taxpayer-funded services, with (65 police calls for service in 4 years, with several of the calls needing prolonged investigations) and at least a dozen violations cited by Neighborhood Services and Code Compliance (NSCC), including a condemnation order.

The current owners live in a comfortable 2500+ square foot split level home on a wooded lot in Mt. Airy, MD. They also own a 40' sailboat and property records show a large (3000+ sq. ft.) home, with pool and grounds, in Orlando, Florida. They purchased the Smith Street house as an investment property from another rental group for $90,000 in 2005. They pay Captain's Investments of Salisbury to manage the property. The house is divided into at least two apartments, although no city permits or paperwork indicate that it was ever approved to be split. It is unknown how many people live in the house, or what the rent amounts are, but the amounts are enough to cover the owners' mortgage, taxes, insurance, maintenance and management fees.

I will be writing a letter to both the owners and the rental agency. I encourage you to do the same. The more these people hear from neighbors, the harder the point will be driven home. See the below pdf files for the addresses. Telephone numbers are also provided.

My letter will go something like this:

Your house at 614 Smith Street, by virtue of its owners' lack of engagement with the health of our neighborhood has been the site of several recent crimes and has, since your ownership, taken a highly disproportionate amount of police and other city resources from the rest of the taxpayers; its front walks are continuously occupied by drug sellers, drug users, prosititutes and other criminals. It is an eyesore, and the activities it fosters due to its condition and the seemingly low level of management it enjoys are an insult to the safety and dignity of its neighbors, the neighborhood and the city.

I insist that you personally attend to your property immediately, including bringing it fully up to city housing code standards, improving the outward appearance of the building, closely screening residents before renting to them, and taking all of the responsibility you owe us as taxpayers and neighbors. If you deny responsibility and refer to your property managers as being the responsible agents, please be aware that where the city is concerned, the property owners are where the buck stops, and that I feel the same way. We have no room and no tolerance for landlords, absentee or otherwise, who care little or nothing for the areas where they do business. Just as you value your neighborhood, your family and your own peace of mind, so do we ours.

Unfortunately that one property is a prime example of what everyone thinks about the city of Salisbury. Until the elected leaders change the laws about high density zoning we are going to continue to be a magnet for rental properties.

My bad, on the 4/4. What about the state nuisance laws, why aren't we using that to resolve the issue. The public and surrounding residents already know its a problem, what does publishing it resolve? Nothing. It's not the public's issue to resolve its the Mayor's Office issue to address. Start using the legal avenues to resolve instead of expecting the public to do it. I don't get what the Mayors point was releasing this newsletter, I can't fix it for him and neither can you, and all the time spent making this newsletter could have been better spent finding a way to resolve the problem.

I just googled that Alliance of Divine Love website and it is obviously are religious cult scam. It's all about money and in order to become one of their ministers in name only all you have to do is write a check and pretend you are taking correspondence courses. Why is America so gullible?

And on top of that you can get a Doctorate of Divinity for just $3,000 without and prior college. WOW! That is just amazing. Does anyone know how much a real Doctorate from a real college costs?

I agree that the Alliance of Divine Love, Inc. is a scam and these people aren't really religious or preachers. It's a $75 a year license to milk the tax payers. This clown is tax exempt all over Maryland and we are paying more taxes because of people like him. He pays a $75 license fee to that non profit ADL Cult and becomes a certified "minister" and gets to use a tax exempt status all over the country. This organization is definitely something that should be made public to stop their fraud. Reminds me of ACORN.

9:03 is right on! The Neighborhood Association can take this directly to Davis Ruark bypassing the City on its way. If that does not work, the neighbors can individually sue the owner in small claims court. Our neighborhood is fighting this type of problem and so is at least two other neighborhoods I know of. Now that's not to say the City shouldn't get on with correcting these problems. And the City Council needs to move on legislation that increases fines as the problems increase or are not solved. As a City taxpayer, I am tired of subsidizing slumlords by paying for city services due to their inability and unwillingness to manage their properties. PS: SOPOA will be of no help! They are worthless in these matters.

Because of the state of their properties, some landlords rent to anything and anyone. Yes, it's the tenant, but the landlord allows it, even encourages it by lousy property, lousy or no management, no screening, etc.

They make a profit while blighting and costing us.

I should not be amazed at the narrow ignorant minds in this town, which would explain the state you are in.
Lets do some math.
We have ... what... 75-80% rental population that bring in revenue, pay taxes, and are law abiding citizens. Of that we have ... lets go high... 10% problem properties. So all you narrow minded haters pick on 60-70% of your revenue generating, law abiding population because of a handful of problems. Welcome to Smallsbury. If we weren't here this town would be a dust bowl.
It is a legal problem that should be handled by the city. Citizens should not have to put themselves in jeopardy to fight the city's battle.

i have had the unfortunate privlege of renting from Captain Investments and the house was owned by the very same guy Michael Tobolski .... They are complete scumbags..... i had gotten behind on rent with them and after paying $1200 in back rent they still chose to evict me and my family knowing i had a 1 year old daughter at the time. On top of all that their thugs that work for them came and removed all of my familys belongings and destroyed most of it. I would love nothing more than see Tim Jones and Mitchell Davis from Captain Investments go under and let the same thing happen to their familys

Sounds like our fair city needs to start pouring some of those tax dollars into helping their citizens become more productive people. We all have been hit hard by the recession.It just doesn't feel right to create a category on our official website to slander anyone. As I can see, most of the issues had to do with the tenants. People have issues here that need to be addressed.

landlords have to pay the bank too. sometimes they can't if the renters don't pay. we had a renter we let slide for six months on good faith.
they had lost their job. we almost lost the house because of it.

I feel that this brings the problem to the public eye, where it's been hidden from for far too long. It shows people, too, that the city and its citizens are taking the road to getting something done, as opposed to the pretense that the previous administration pushed.
We've had more than enough sweet talk and waiting for the lousiest landlords to act. They've been a dark cloud over all of us for way, way too long.
The the only way to get something done about it is to do something about it. It's time to clean house.

Im so tired of seeing these "slumlord" properties. Most of these houses look like they are matenanced. Trash buildup and police calls are the problems of the tenents, and the last I knew the sidewalks were city property and Im tired of them tellin us we need to maintanance their sidewalks but that is another story. Yes, lanlords can pick and choose who they rent to. But honestly in high crime areas such as Smith St and Record St do you really think you can fill it with high quality tenants? How about we worry about cleaning up the neighborhood as a community instead of pointing the finger at a lanlord to clean up one house. Do you really think that them cleaning up that one house is going to stop the crime? No, trust me I grew up jumping from one bad neighborhood to another because we were broke and although my mother always took care of our home, the crime remained in every one of those neighborhoods. Salisbury is really good at pointing the finger and not so much at coming together as a comminity to fix our city. We need to stop hiding behiiind our pride and false sense of being better and dig on TOGETHER to help raise our neighborhoods out of poverty and crime. Trust me a big majority of the paople would live better if they only had some support, and a lot of crime is committed by juveniles who could be doing much better things if we actually offered them something constructive to do with their time. So lets all stop blaming the homeowners for the problems of their tenents and try to band our city together to make it more safe and happy in Salisbury

Salisbury has become a snobbish, elitist little hole. If you know someone you can do what you want and disregard any rules, I have at least 3 obvious examples on my block (a few homes away from our dear mayor).

The snobbery is made even worse because of the small-town minds that think they have any reason to even be snobby, when they have nothing except their paranoia and closed small-town mentality.

I used to like it here, but on my way out now... and I am not alone by any means.

Might even start an anti-Salisbury website, I think it is needed. City council and the "Mayor" are a joke, but nobody is laughing.
