Hi Mr JoeFirst I'd like to say that although I don't read your blog faithfully like my co-workers, I do enjoy reading some of your articles that give me a different insight on certain topics. One article I remember reading in January was about a man asking for help in finding his wife's stolen ATV's and the story ended in a good Samaritan finding those said stolen goods in the Priscilla St area. Well that good citizen happens to be a very good friend of mine, Mr David Bowling. And during a recent visit with him I asked about that 'written published reward' the husband of the ATV's owner promised with the return of them.
To my surprise Mr. Bowling has not even heard from the ungrateful man. I mean a simple thank you would have been enough...end of story. But this fella starts talking big & making promises he doesn't intend to keep??? I find that very appalling & down right rude to say the least. I know for a fact that Mr. Bowling is not really worried about the monetary because he is no stranger to God and that it will come back to him ten fold but I want to be a voice for this young man. I want to call this man out on his unfulfilled reward and if not money at least an apology from this man to the unselfish citizen that made his wife a much happier woman on January 2, 2009. If you could just post this on your blog perhaps he will see it and actually have a heart like Mr. David Bowling had that morning!

Kiss My Butt! The return of the ATV is what would give the reward, not an arrest. Clearly you are the owner of the ATV.
If I'm not mistaken, Mr. Bowling works for the city. If that is so and he sound the ATV during the course of his work day he was reposnsible to do what he could t be sure that it was returned to its rightful owner. However, a thank you from the owner is certiainly in order, while a monetary reward under those circumstances should be turned down.
This is ridiculous. Give the guy his reward he was promised...
I think you all need to read the other posts. It stated he saw the atv on his way TO work not while at work. If you look at the second post it says
"I just want to say THANK YOU and a Gift will be heading to Mr. Dave Bowling. That was my wife ATV and she was in bad shap arter it wend missing. And Joe, THANK YOU for getting it posted. I am very happy to have it back.."
It would be up to Mr.Bowling to refuse or accept the reward. As for where he is employed that has nothing to do with the reward. Pay-up a--hole your property was returned to you now make good on your promise of the reward period.
no i'm not the owner of the ATV. i do agree that you are entitled to a thank you - at the very least. perhaps even just half the reward $250 for finding it. keep the other $250 for the person who gives info leading to an arrest...
A sign of the times 6 months latter people trying to get money any way they can. People need to learn to do things just to be nice in this world again. I am sure that the owner said thank you when he got his atv back
IMO when people add "and arrest" to their reward offerings, they have NO intention of paying out the reward.
You can't control when the cops make an arrest and IF they make an arrest.
So if the person just turned themselves in, that wouldn't qualify either.

Did it occur to 11:48 that it takes a lot more guts to finger the crook. That putting these crooks in jail is a good thing. That with out the conviction requirement the crook could steal the item then try to get the reward and that could be the end game.
Usually this is done to make sure they do not pay the reward to the crook that did the deed.
$500 reward for a $2,000 ATV is excessive. Banks seldom give even a 5% reward.
That said Mr. Bowling should have received thanks and a much smaller reward or something. I would offer my personal thanks. It made my day much better this day and others when people have been helped after postings on this blog.
To post this was unkind. As the first comment states the requirements were not met and the article does not address that at all. Shame on whoever wrote this. Then then to threaten and extort. Double Shame. You do us all wrong.
I FIRMLY disagree with many of you. First of all, 4 wheelers can cost several thousand dollars, so a $500.00 Reward is not unreasonable.
Secondly, I spoke with the original owner today who stated he clearly mentioned if it was found and the person prosicuted. I replied, BS! I stated that their only concern to me was that they get it back and that it was NOT up to the person who found it to arrest and prosicute the individual.
If that's the GAME they want to play, or angle, it's BS!
I'm not at all suggesting Dave wants this money. However, the owner of the ATV stated in that very same conversation that he personally went out, purchased a Thank You Card and placed a $100.00 Gift Certificate to Station 7 Restaurant in it and delivered it to Code & Compliance where Dave works.
I'm sorry but I truly do NOT believe this at all. He stated just because Dave never got it doesn't mean he didn't try to say thank you. So I replied, so your calling others at Code & Compliance thieves????? I happen to know MOST of the people there and quite frankly, there's not a more honorable group of people in any Department in the City, as a whole.
Then after I got off the phone I started thinking more about what he said. Let's see. They refuse to pay off the $500.00 Reward and instead go out to a store and buy a Card. Then they drive all the way to Pittsville and buy a Gift Card for $100.00, put it all together and then drive to Code & Compliance to deliver it. NOPE, sorry, I'm NOT buying it.
Then they started giving me crap because I put the priginal picture up on this Post and he complained because it was a picture of his Wife. EXCUSE ME, she's got a helmet and goggles on, no one would know it was his Wife but a select few people. He said he got three phone calls about his Wife being on Salisbury News. Again, BS! I never stated her name, OR his.
I also told him this would discourage ANYONE else from trying to do the right thing and help others out, but what do they care, they got what they wanted back and it didn't cost them a dime.
If I were Dave I'd ask to see the receipt from Station 7. Then I'd drop it because these people aren't going to honor what they said anyway.
I know the person that ownes the avt. When this happend he was very thankful for Mr. Bowing in finding the atv and he did tell me that he gave a gift card for his help. He wanted more then getting the atv back was the a-hole that stole it. He had full covrage on his ATV so the ins. company would of paid him for his loss. We need to get the people out there that are stilling stuff from people. And by the way the 500 was for finding and getting the PERSON THAT STOLE THE ITEM....

Google Reward + Conviction. 2.6 million where conviction required for reward but you have never heard of this. I would like some real examples of rewards without conviction. It is almost always required to avoid rewarding the crook that did the deed, with the exception of kidnapping. Rewards are paid all the time after convictions and often even if the crook is caught but not convicted. But I have almost never seen a Reward just simply for the return of stolen property unless it was not replaceable.
I wouldn't mind a $100 gift certificate for a restaurant. I would gladly go to Pittsville to use it. Sure re-gifting a gift card is crass but that is most likely where it came from in the first place. They "sell" them at charity auctions all the time.
Maybe a visitor saw it and took it. I am sorry to say but there are a couple of firefighter officers that don't seem that trustworthy with the taxpayers money, maybe they assume anything that comes in they have first dibs on. Wouldn't have had to have been the rank and file. There are visitors there. But at a minimum he should have made sure it got to him. Give it to a real person and phone him telling him should have worked. Personal thanks are always better but I don't know that he had his phone number do yo?.
first of all .. if anyone has EVER lost anything.. or had it stolen alot of times if u offer a reward the person or persons who ACTUALLY stole it usually returns it.. and i'm sorry but truth be told i said there was a reward for my dog when he went missing.. and was i going to give a reward?? yup a great big .... THANK YOU.. and sorry but i dont blame the guy for not giving up $$$ ever heard of a GOOD DEED!! Get a life
Really, what is wrong with being a responsible person and helping someone find stolen or lost property becasue it's the right thing to do, and not to get a financial reward?
Joe, why so mean spirited? the owners of the ATV are my family and I remember when this happened and the action they took after...and every word they are saying is true....I know that you don't know them personally so why be so nasty? these are young responsible adults who are honest and hard working. I for one called them yesterday when I saw the article stating false info as fact. so it's not unreasonable that 2 others called them also, now is it? We have a large family.

joe i agree with you when a reward is in order give it maybe the man should have just keep the ATV but he sounds like a good christian man and i give him props for returning it.
I have looked at the picture you cant see a face or anything. The people that say they can see that this is this mans wife must have pretty damn good eyes.
He should have told the man you will get your ATV back when i get my 500 reward. Good thing i didnt find it first.
That was my avt. A couple of things.
1. The reward was for the return and conviction!!!
2. We never got a conviction.
3. I wanted the conviction just as much as getting back the bike. I have friends that have had there bikes stolen and I want the a$$ holes that do this stuff to pay.
4. If Mr. bowling would of found and got a conviction. I would of giving him the reward with no questions asked.
5. I was very thankful for Mr Bowling finding the Atv. I did bring him a gift card to his office for 100. And my wife mailed to his office a 30.00 gift card and a thank you card. All of witch I did not half to do.
6. Talking with Mr. Bowling yesterday he stated he did not get either gift card. I will look into.
So with all that I thank Mr Bowling for his help.. I will look in to the gift cards that were sent. I sent this as a thank you for his effort even know we did not get an conviction. Right now I wish he did not find the atv in the first place. I could of file in for insurance and got a new bike.
