Joe, I am the wife of an SPD officer who tries to let him keep his work at work. I finally asked him and another officer on his squad about SPD and this is what I learned.
When they are full staffed there are 88 sworn officers, which has been the same about for past 10 - 12 years.
There are four road patrol squads who are made up of 3 supervisors and about seven officers each.
The CAT unit which used to be the bike unit only has four officers who work the streets. (supposedly they dont want them riding bikes that much)
There are about eleven detectives to include the supervisors.
Lets think about this, that is only about 32 officers, not including supervisors, who work the streets.
My question is why so many sworn officers not on the streets in this time of crisis. Maybe if they take some of those detectives and put them back on the street, there would not be some many crimes, then they would not need all those detectives anyway.
My husband loves his job, but is tired of being short handed, working his a$$ off for alot less money then other agencies in the area, and of working with supervisors and a command staff that does not care one bit about the road officers.
There are many great officers at SPD who do some great work, but all the command staff and supervisors want are people to handle calls, not be proactive.
I hope and pray that change is coming and for all the officers not only at SPD but all over to be able to go home to their families and loved ones every night.
I know Jason King very well and know him to be the best officer SPD has, ask any of the officers at SPD. Sounds like you are bitter, what you didnt get any awards? Do some work, study more for your test and maybe next time you will be recognized.

Like I said in an earlier Post, too many Chief's, not enough Indians. Sadly, none of the Candidates clearly stated that they would absolutely hire more Police Officers. Instead, most said they supported a Stand Pipe renovation and would rather give the SFD a $860,000.00 Fire Boat instead.
Chief Webster is a flat out loser of a Leader for that Department and so are about 20 of the other sworn Officers on the 3rd floor milking the City.
No one has the ba((s enough to stand up to that pinhead and tell him to get lost. He's one of those kind of guys who as a kid would walk through your front door and not knock and stick around even though he's not welcome. He was with Internal Affairs in Baltimore, so he's very used to being hated by everyone around him.
When he was coming to the door to go into the Forum last night I said, this is the last place I thought I'd see you Chief. He replied, you just never know where you're going to see my face Joe. I replied, Like I give a sh!t. He gave me one of those looks, smirked and went on in. Tough guy Chiefy doesn't bother this Bronx Boy and he knows it. That's probably what ticks him off the most about me. He knows I'm right. He knows that the majority of his Staff can't stand him and without a doubt, NONE of them respect him. They simply do their job and wait for better opportunities. Then, if they leave too soon, the City actually sues these Officers. UNBELIEVABLE!
Yep, the Mayor is a scumbag too and I can't think of anyone who isn't enjoying the fact that she's finally out of here. Yeah, she has a few friends and I think we all know who they are. Partners in slime, so to speak.
Anyhow, please tell your husband if Jim Ireton is voted into Office, there's a darned good chance you'll see that Chief walk out that door within a VERY short period of time. Knowing Alan though, he'll put up a fight because he's got that kind of mentality, just like Barrie. I believe Jim when he says help is on the way. Sadly, however, we'll have to wait and see if his words are for real. If they are, I won't run in 4 years. If he's not, I'll be running, you can count on that.

I know I heard Ireton say he was going to find money in the budget to hire more cops and additionally put them back on the streets and re-open the sub-stations. I think he mentioned other incentive ideas to get the cops to live in Salisbury along with better pay.
First Joe, let me tell you your chances of winning any political office anywhere are slim to none. You're a bomb thrower, nothing more. All anyone interested in learning all they need to know about you is to simply browse your name and read some of the poorly written inflammatory garbage you have posted over the years. You have a need to feel precious, and I think you've found your niche with this blog.
As for the Salisbury police officers whining about low staffing and poor pay, welcome to the world of small municipal police departments. The biggest benefit of being a cop today is if the cop has anything on the ball, he/she can lateral over to a larger department in a more affluent jurisdiction after serving the required amount of time needed to satisfy the terms in their hiring contract with the agency that hired and trained them. Good, qualified nurses have been in the driver's seat for decades. Good, qualified cops now enjoy those same lateral opportunities. Most of the agencies that would hire them wouldn't require they repeat the police academy and they would start them at a rate of pay much higher than a new officer in that department, and certainly much higher than they are making in Salisbury. If they are expecting Salisbury to pay them on par with the agencies on the Western Shore, it ain't going to happen. It won't happen because there isn't the industrial and commerical tax base on the Eastern Shore to generate the tax revenue, and, well, things are much less expensive on the Eastern Shore.
For those Salisbury officers that are truly fed up, the Howard County Police Department, for example, is currently testing for lateral officers. Starting pay with two years of police experience with another Maryland agency is: $49,213 plus a $3,500 lateral bonus. But keep in mind, $300,000 might get you a 2 bedroom, 2 bath condo in Howard County. $300,000 in Wicomico County will get you a 4 bedroom, 2 bath house with acreage. So salaries are all relative. Opportunities are abound for all the disgruntled cops in Salisbury. They just need to decide if they're going to mope around and bitch about it, or do something about it.

I hear your pain. Just like EVERY patrol squad, the detective unit has seven detectives and three supervisors, not including a captain of the entire division. Each detective has a rediculous case load of approximately 50 to 60 cases ranging from a simple theft to murder. Patrol is too busy to handle even the simplest investigations. So reducng the detective would be regretfully irresponsible. The CAT unit is necessary because it deals directly with narcotics and gangs.

Look at what 11:31 said and unfortunately he is right. SPD needs to be expanded and the pay needs to go up. 11:31 is wrong though. There are plenty of hardworking and loyal officers who are "on the ball" and just because they don't run to a larger department does not mean they are of any less value. But the ones who leave are looking out for their family's best interests.
Please let's elect a mayor who will help recultivate the Salisbury Police Department and not give the fire department unnecessary toys. I hope help is on the way.

Do you think the mayoral candidates would be interested in sitting down with all of the city employees (especially the police department and fire department) for a question and answer forum? Although not all of us are city residents I believe our voices should be heard and should get an idea of who is going to sign our paychecks in a few months.

whining SPD cops are not looking for the same pay as on the western shore. we are however looking for the same pay as our surrounding agencys such as WCSO. just by comparing calls for service and stats between SPD and WCSO, i think you would agree we should be equal if not paid more!!!
this is not rocket science...SPD needs to keep pace with neighboring agencys. if not, the officers will continue to feel crapped on by city leaders and residents, which in turn will keep them walking out the door. And what does this lead to??? well, this leads to the the inexperienced and unmotivated officers who simply come into work to collect a paycheck. you will get nothing more from officers because there is no reason or incentive to do so. and no one will get fired for doing the bare minimum as long as you stay out of trouble. so whats the worry with just answering the calls given and not be aggresive? if officers look across town and see there counterparts enjoying larger salarys and take home vehicles, this tends to put a chip on the shoulder and, even if you dont want to be bitter, eventually it will set in. i believe this cycle is more subconscience but none the less still present.
equality with our brothers, especially with our neighboring brothers, is all SPD officers are looking for!! nothing more and nothing less. if that is considered "whining" then so be it.
Good leadership will solve all the SPD problems and certainly help with the crime rate. It starts at the top and they do not have the qulity of leadership they deserve.

amen to the article. the officers of spd need god on their side day and night. You would think that that along with having the backing of the chief and the city council would be a constant. The way I see it God protects the officers, everyone else foresakes them, doesn't care for them, and uses and abuses them.
88 sworn has been the number of officers for closer to 18-20 years. Spd officers don't want to get paid the same as officers on the western shore. They want to get paid at least equal to the officers/troopers here on the eastern shore. The pay with WCSO and MSP beats spd's pay considerably, and on top of that deputies and troopers get take home cars to add to the benefit package.
Face it, even though the officers of spd are doing great police work...the council and chief doesn't provide enough officers, pay the ones they have enough, give them some of the newest equipment to do their jobs to keep crime from swallowing up the city. That my friend is why crime and these hoodlums are getting out of control.
God shows himself in mysterious ways. Council and chief doesn't need to be that mysterious. Start supporting the people that keep chaos at bay. God bless the men and women that protect us and keep us safe.
Joe heat up the topic as much as you can. I want more officers and to pay the ones that we have. I want them to get the best equipment to keep them safe and to fight crime. Thats the things that will change our salisbury city communities, not sitting idley by and over working and underpaying the officers that we have.
why are there only 4 officers on bike. i remember a year ago when i use to see 6-8 of them swarming the n. division and church street areas. When they came the problems subsided. Put more officers where more officers are needed...IN ALL SECTIONS OF THE POLICE DEPARTMENT
SPD Wife: I have no idea who you are but I worked at SPD for awhile and I can tell you without a doubt that Chief, Major and probably Captains do not give a crap about what officers think or want, what the public thinks about them or anything remotely associated with police work. Many of us feel your pain SPD and wife. My house was broken into yesterday in broad daylight. Didn't hit me too hard but got two firearms only and had a lot to choose from. If I was allowed to carry a firearm they would have only gotten one!
I do suspect my neighbor and would like to kick his door in and demand my guns back but then I'd get arrested. He's probably traded them for heroin or crack by know anyway. I'm going to do criminal background checks on all new neighbors

I was watching PAC-14 and heard Tim Chaney ask the council for more police and better pay. It should be on record unless the minutes have been destroyed. I didn't think to ask him if he ever got a responce in writing for his request.

Departments like Salisbury are considered nothing more than "gateway" departments. They afford people the opportunity to get into the profession, get their training and experience, and then move on to larger departments that afford them both lateral and upward mobility in their careers. Departments like Salisbury are also a suitable place for an officer retired from one agency to come and work a few more years before retiring in earnest. The fact that the Salisbury Police Department is so small and its officers relatively young, the opportunities for both lateral assignments and training, as well as promotions are severely limited. Knowing this, the young officer must make a decision to either stay and accept what the department can afford them, or make a jump to an agency that can give them more over the span of their career. Life is all about choices.
The reality is, as long as there are two other agencies (state police and sheriff's department) in this county that have jurisdiction in Salisbury, the Salisbury Police Department will remain an under-funded, under-staffed department.
the reason spd officers dont get the same kind of pay as troopers, and wcso deputies dont get the same kind of retirement benefits as troopers is in the decision they made at the start of their law enforcement careers. the msp academy is a live in quasi military academy and it is a tough long six months, they had different motivations for not attending e.g family, homesickness, friends, lack of endurance for the physical training. I know a couple deputies and an spd officer who quit the msp academy for a couple of the reasons i mentioned above. I also know a lot of former deputies and spd officers who are now troopers because they saw no future in the local depts, most of these guys are now very successful. msp is far from perfect but if you are motivated and ambitious you can have a lot of opportunities
Yeah but if you want to report a crime you have to call the city. The Sheriff's department and MSP can't take the report. I called the Sheriff's department about a crime in the city and they told me I had to call SPD. First responce time can cost lives.
I guess it will take a fallen officer to wake this city administration up.

Nurses have an easier ability to lateral then a police officer by far. I wish it was that easy, many more would be gone and may have forced SPD to do something about retention. That is MD's fault for having so many retirements that will not allow lateral time to transfer.
SPD and WCSO should merge into a bigger WCSO and finally work together to solve the crime.
I agree it would be foolish to take from the detectives, they should let the officer handle the minor crimes and take some of of the load off. I know the officers are busy, but so are the detectives.
If you only knew how many crimes
really happen in the city. You see the press releases of the ones that are arrested. Imagine if they gave you a press release on every crime committed. IT would be more than this whole day of posting on Joe's site.

Well let me say as one who has done this job on many levels. It is the leadership that reflects on an agency. In the sense that a true leader motivates his or her troops. There will allways be differance in pay and benifits. The City has L.E.O.P.S this is the basic package. The State Police have a awesome benifit package. The Sheriff's Office has the worst package for police I have ever seen.
The division of resources plays a major role in the effectiveness of all the officers patroling the county.
I have heard S.P.D. Officers say you want our retirement ( County ) I have heard Deputies say you guys want our take home cars. It is a no brainer with the combined resources there would be a great package for all the officers. Why would anyone not want this. Who cares what color uniform you wear. If the shoe fits wear it. A county Police Department would benifit the citizens and the officers. The duplication of services is a total waste of resources.
The advantage of a Sheriff's office running the county police is that the head answers to the people. If the rank and file do no support their leader it is hard for he or she to be re-elected. Positive reinforcement from the top carries a ton of weight with the troops. It is a proven fact that a leader that stands beside his men and not over top of them is far more effective.
There is little difference in a Genaral motivating his troops and a police chief. If the troops dont believe in the leadership it reflects in the wotk product.
This county has a major issue with violent crime. The task Force that fight the drug trade is half of what it was ten years ago. A large part of this is grant funding that no longer exist.
The State Police are operating in a skelaton staff due to court. I understand the barracks want 100 stops per month. We all know this is a ploy to generate income for the state. I ask if any trooper has seen a substancial raise in years ? There are many benifits to being a State Trooper like working two troopers for a whole county. The placement of quotas is a huge mistake. It causes troopers to look for petty stops to keep the numbers up. It is not rocket science quailty not quanity is the best measure to stop crime. If you cut off the head of the snake it will die. There are other ways to handle those who cruise around all day and do nothing. Dont give unmarked cars to your buddy. Assign task that do not need a proactive approach. I.E. escorts and traffic details. If they want to be a slug,give them slug work to do. Reward those who go out day in and day out and give their best.
There are some that gripe about the media attention given to the Sheriff's Office. The Sheriff is an elected official that has to stay in the public eye. The deputies live in a fish bowl for that reason. The pressures of working for an elected boss has its pros and cons. I for one have no issue with being monitored for productivity. The harder we work the easier the job is for all of us. Dont fault Sheriff Lewis for being media friendly it pays in huge dividends in the end. Right Joe. lol
I noticed when we flooded the steets with officers last week it was a ghost town at night. Did it work, you bet it did. It was one of slowest weekends I recall in some time. That shows it does work proactive policing is the key to success.
There is no time to belittle eachother on this site if anything use it as a tool to come together. The crimnals love to read post when cops blast one another in this county. It shows weakness. It only impowers the dregs of society to see infighting. If you have a beef with one another be man or women enough to go to the source and not hide behind a post.

In reality we are by far the biggest gang in the county. We dont need a stinking rag to symbolize who we are. The badge that each of us wear makes us one. The divide and conquer mentallity has been used by many for years to make sure we do not form the alliance that would be lethal to the crimnal element.
The sad truth is, it is used by some administrations to keep the troops at eachothers throats as well. Do not fall prey to this negative and destructive tactic.
We can all sit and second guess those that keep the wheel greased. That is not our mission. If the Road Dogs work as a team the crime in this county will diminish.
Those on the third floor. the west wing and across the big ditch have a job to do. They keep the machine running. They fight for resources and keep some in check, that by all means need it.
The war being fought on the streets is our job. If we fail the whole system fails. I dont care who got what office or who went up the chain because they hang out with the right people. Guys it is a sad reality that some will have all and some will have none. If you want to play the politics to get inside then do so and shut up. Do not deter or get in the way of those out there fighting the war on crime.
Tyr attending the F.O.P. meetings and get the word out. There has to be unity in those fighting the war on crime. It is a simple observation. The heads of the agency meet daily and discuss the efforts by the road. They meet daily and we meet rarely. You do the math. It is not us against them. That mentallity will fail. It is us against the criminal element out there.
When in your travels you see a brother or sister out there working the road and you dont know them stop and introduce yourself. It is not that hard. If you have intell pass it along.
There is strength in numbers if we are united in our cause.
On a less positive note if you are one of those pieces of dung that lives against our code and hide behind a badge. Leave, do me and the rest of us a favor. If you protect this type of officer you are part of the problem not the solution.

If they make a county police department, it will be just that. It won't be an all powerful Sheriff's office. They will still need to retain a Sheriff's office for courts and paper service. Look at all the other counties throughout the state. Be careful what you wish for.
1:05 That's correct. If this county went to a county police force, they would become the main enforcement agency for the county. The sheriff's department would be relegated to serving eviction notices, summonses, and court room security. Check Baltimore City, Howard County, Baltimore County and Anne Arundel County and you'll see the sheriff's department have been relegated to court functions.
9:48 You're not suggesting that the state police salary is a function of their antiquated six month academy, are you? Explain to me the training advantage achieved by keeping men and woman away from their families? How does this make a better police officer? That academy is a hold over from when most troopers were right out of the military, and at a time when troopers actually lived at the barracks. This is way before your time, but each barrack (why do you think they call them barracks?) had sleeping quarters, and a full kitchen in the basement with a cook to prepare meals for the troopers. Those times are long gone. The reality is, in most jurisdications in Maryland, the state police have been relegated to ticket writers and collision investigators. Even with that six month academy, most troopers don't have a clue how to investigate a real crime because they never get the chance to do it. Troopers better be concerned that the state doesn't figure out that why they do and what the police officers with the Maryland Transportation Authority Police Department do is duplicitous. Does the state really need two agencies of ticket writers?
The City Police Officers deserve higher saleries and the Sheriff Deputies derserve a better retirement(LEOPS), but the taxpayers don't want to and can't afford to pay for it. So, you can stay at these agencies and live with it or you can move on to an agency that offers higher pay and better retirement.
Jason King is the best officer at SPD. Jason came there and did his job from day one. He has never let up, no matter who his supervisor was, what unit he was assigned to, weither or not he was getting a raise etc,etc,etc. He just does his job. That is why he has been rewarded time and time again. He soon will be promoted again I'm sure. Jason is not a a** kisser or a suck up, he just does his job. If the majority of the other officers at SPD worked like King then there would be less crime, less griping and the department would be in better shape. Who cares who the chief is or who or what this captain or lieutenant is doing. If you just go out and do your job they can not mess with you.

When I came on the job I made $10,500, drove a cruiser with no air conditioning, am radio, didn't get paid for overtime, no shift differential, and they could change my work schedule at a moments notice. The same agency now starts at $50,000 with a topped out PFC making nearly $80,000, guaranteed minumum overtime, shift differential, all types of specialty pay, Crown Victorias with air conditioning and eight speaker stereo systems, no rotating of shifts, every other Friday, Saturday and Sunday off, leave out the wazoo, and a 20 year retirement plan and the younger officers still complain they have it so bad. If they only knew.
I am sorry I guess i was not clear enough. Do away with the city have a Large County Sheriffs office. Instead of looking at Baltimore. AA or Howard. Look at Dekalb County Ga. Wake County N.C. and the list goes on. They have Sheriff Offices that employe more people than MSP. So I guess I should have benn a little more percise when I meant to say do away with the city P.D. Let a Sheriff run this county. The politics would not have the same effect on an elected boss vs. one under contract, that seems to do so much for his men and women.

Wow that 200 stop comment hits home to a lot of police officers. How do you have 200 plus contacts and no CDS or warrant arrest. Where in the hell are you getting these stops. People on their way to work maybe. Sitting in Deer Harbor. Not that they deserve a break, but if crime is so high wouldnt you want to be in the high crime areas. SPD, WCSO, MSP, Fruitland, Delmar... Whoever doesn't bleed red blood raise your hand. Stop casting stones at each other. MSP is not any better because they go to a different academy nor is a city officer any better because they get more experience in criminal work. The bottom line is that we need to work together. Whether your uniform is tan, gray, brown, blue, or pink with purple stripes, I will back you up.

You're kidding right? A Trooper with 200 traffic stops a month? Prove it. Name names. I can say, unequivocally, there is not a single Trooper at Salisbury Barrack that has had 200 traffic stops in a single month in the past 4 years. I can CERTAINLY prove that. Stop making ridiculous accusations and generalizations. State the facts...such as...Salisbury Barrack led the entire state in DUI arrests and CDS (Drug) arrests two years ago. They also led the entire state in gun seizures last year and were in the top five in warrant services. Those ARE quality arrests. Troopers from Salisbury Barrack are NOT out there simple making traffic stops. They are making quality arrests EVERY day to improve the community. Additionally, they are there in EVERY instance to back up and assist each and every department in the county when needed. This isn't about comparing departments. Every department has their difficulties but works through it to provide quality service to the citizens. The bottom line is, each and every department supports one another in their attempts to improve their work conditions. It has always been this way and will continue. It's what we do.
Stop all the trash talking. Stick together. I agree there is no Trooper stopping two hundred anything. The goal at barrack "E" is 100 stops per month and anyone who denies this is a liar. I dont think you want to compare apples and oranges. The citys crime stats crush the county and state. They also have a great deal of arrest for CDS. The crimnal core is in the city.

Oh yea didnt the Sheriff's Office beat MSP in a basketball game some years ago. I guess six months of the toughest training in the whole wide world did not help that day. Just kidding get back to work and anytime you guys want a rematch just call. I will give you guys this you are some prettiest cops around.

9:31...The public should know that what you said is EXACTLY correct. It is a goal to have 100 stops. NOT tickets. Just stops. That includes warnings and SERO's. In fact, to date this year, Troopers at Salisbury Barrack have issued 1000 more warnings than citations. No one is out there to harrass the public or simply put up numbers. It's about doing what we are paid to do. That includes all types of enforcement. That being said, I am in total agreement that the men and women who work for SPD are the hardest working LEO's in the county...no questions asked...it's not even close. I respect every LEO regardless of department or uniform. I actually enjoy reading these posts when they make the blogs because, regardless of what is said, the LEO's ALWAYS stick together. We may bust each others chops a little...but it's in good fun and is never malicious. It's just friendly pride. I wish the same could be said for the other public services. Oh, and I don't play basketball...but...what happened at the last softball game?
Prettiest cops around? How can you say that when the WCSO has Gary Baker? Seeing him in that purple outfit on here made me question my orientation :)
