That was the most rambling, dissociative, un-intelligent hard to follow things I have ever seen. Boy, does she show Salisbury in a bad light. What I want to know is what does ECI have to do with a NOISE ORDINANCE? Also, said noise ordinance doesn't help with those "boom boxes on wheels"....but that's a comment for a different story.
