(Aug. 16, 2019) Builders in Worcester County won’t have to worry about adjusting to the last version of the International Building Code until next March, following the Worcester County Commissioners’ decision last Tuesday to wait on accepting the updated document adopted by Maryland earlier this year.
The county must adopt the code, which details building standards and requirements, within a year of the state adoption. The commissioner’s reasoning to wait until March is to give the builders more time to adjust to the code.
According to Ed Tudor, director of development review and permitting, a code update and adoption occurs every three years. This cycle’s changes are relatively minor, he said.
The county commissioners do not necessarily agree, as Commissioner Ted Elder observed that the rules are rapidly changing and some seemed excessive. He recalled one person who was denied an occupancy permit because of the absence of a two-foot by two-foot concrete piling.

For Christ sake Worcester is always cryin' about something. They never want to do what other counties do. They don't want a new athletic park. But Wicomico is putting one in just for special needs folks over at the already wonderful park on Naylor. There's not one town in Wicomico that gets a pass on recycling, but the cryin' a$$es in ocean city do. The whole damn county is run by the north end bullies. The Sheriff's office is in complete chaos. That whole county needs an enima.
This will lead to more corrupt politicians because only the few who can pay to play will be able to build.
I think he's refer to blower door testing where the unit is verified as having an air leakage rate not to exceed 3 air changes/hour, has been increased to 5 air changes. During the test, windows, doors are closed, dampers makeup air are closed heating cooling system off. This tests the efficiency of the building thermal envelope, not air changes via a mechanical system.
