Yes, the wall to the south is intended to keep out illegals...this design would keep out the moon bats.

Need the wall and actual enforcement. Fly them back home after finger printing and photographing. Caught again = 5 years at hard labor because there is plenty of infrastructure to be refurbished.
Step Two, to be accomplished before Christmas, is creation of a 10th Circuit. Leave the 9th as CA only. Roll the rest of 9th into the 10th. Fill all the 9th vacancies with people who can read and understand and revere the Constitution.
